1. Operational objectives of Vietnam Electricity (EVN)

- Sustainable, efficient, and profitable business; preserving and developing state equity invested in EVN and capital invested by EVN in other enterprises; completing other tasks assigned by the state owner;

- Playing a central role in developing the multi-owned Vietnam Electricity, of which state ownership is dominant; has a high level of technology, modern management, and specialization; electricity production and trading, and electricity consulting are the main business lines; closely links production and business with science, technology, research and development, and training; serves as the core for Vietnam's electricity industry to develop quickly, sustainably, compete, and integrate into the international economy effectively;

- Maximizing operational efficiency of Vietnam Electricity.

2. Business lines of Vietnam Electricity

* Main business lines of Vietnam Electricity:

- Producing, transmitting, distributing, and trading in electricity; commanding and operating the system of production, transmission, and distribution of electricity in the national electricity system;

- Import and export of electricity;

- Investment and management of investment capital in power projects;

- Managing, operating, repairing, maintaining, overhauling, renovating, and upgrading electrical, mechanical, control, and automation equipment in the production line, transmission and distribution of electricity, electrical works, electrical testing;

- Project management consultancy, design survey consultancy, investment project formulation consultancy, bidding consultancy, cost estimation; consulting, verifying, and supervising the construction of power source works, transmission line works, and substations.

* Related industries and occupations directly serving the main business lines:

- Manufacturing electrical equipment, investing in electromechanical businesses

- Construction of electrical works;

- Automation and control services; business information technology services (research, development, implementation, consulting, and training) at home and abroad, management of private telecommunications systems;

- Import and export of fuels, raw materials, supplies, and equipment for the electricity industry;

- Construction, installation, and supervision of telecommunications equipment - information technology; production of building materials, insulating materials, heat-insulating materials, and labor protection equipment;

- Project management consultancy; investment project consulting, bidding consultancy, estimation and construction supervision of telecommunications - information technology, industrial, and civil works;

- Financial investment and capital business that the State assigns to EVN for power projects;

- Human resource training and labor training cooperation with foreign countries;

- Office for lease (business activities at EVN headquarters, 11 Cua Bac, Ba Dinh, Hanoi).

* Depending on the time and situation of production and business, EVN may add other business lines that are not prohibited by law after being approved by the state owner.

3. Main functions of Vietnam Electricity

- Organizing, managing, and operating electricity generation, transmission, distribution, wholesale, and retail activities to ensure safe, stable, continuous, and high-quality electricity supply, meet the demand for electricity, and serve socio-economic development;

- Conducting investment activities and signing contracts with domestic and foreign organizations and individuals in order to ensure electricity supply for the country's socio-economic development;

- Directly doing business for profit in accordance with the law, preserving and developing EVN's capital;

- Investments in subsidiaries and affiliated companies; governing the subsidiaries on the basis of their holding percentage of charter capital in accordance with the law and this Charter;

- Exercising the rights and obligations of the owner's representative for the capital portion of EVN in subsidiaries and affiliated companies;

- Performing other tasks that the state directly assigns EVN to organize and perform;

- Formulating and organizing the implementation of orientations and coordination plans within the Vietnam National Electricity Group according to the principles of organization, management, and administration specified in Chapter II of this Charter.
