Regarding this issue, LawNet would like to answer as follows:

1. Functions of the National Committee on Youth of Vietnam

According to Article 1 of Decision 282/QD-TTg in 2022, the National Committee on Youth of Vietnam is an interdisciplinary coordination organization with the function of advising the Prime Minister on youth work.

2. Operation mechanism of the National Committee on Youth of Vietnam

Specifically, Article 4 of Decision 282/QD-TTg in 2022 stipulates the operation mechanism of the National Committee on Youth of Vietnam as follows:

- The operation mechanism of the National Committee on Youth of Vietnam is implemented according to the principle of inter-sectoral coordination, with the assignment of tasks and implementation responsibilities to its members.

- A member of the National Committee on Youth of Vietnam works on a part-time basis.

- The Central Committee of the Ho Chi Minh Communist Youth Union is the standing body of the National Committee on Youth of Vietnam, responsible for ensuring the conditions for operation and use of its apparatus to organize the performance of the Commission's duties as prescribed.

- The Chairman of the National Committee on Youth of Vietnam shall decide on the list of members of the Committee at the proposal of relevant agencies specified in Article 3 of Decision 282/QD-TTg in 2022.

- The Chairman of the National Committee on Youth of Vietnam decided to establish a Secretariat, an assisting office to ensure lean principles, effective and efficient operation. Members of the Secretariat work on a part-time basis, and the Office of the National Committee on Youth of Vietnam uses the staff of the Central Committee of the Ho Chi Minh Communist Youth Union to perform its tasks.

- The Chairman of the National Committee on Youth of Vietnam elaborates and promulgates the Regulation on the operation of the Committee, is responsible to the Prime Minister for all activities of the Committee.

- Heads of organizations represented by members of the Committee shall have to appoint cadres and civil servants to assist and direct their agencies and organizations to perform assigned tasks and coordinate with them.

3. Tasks and powers of the National Committee on Youth of Vietnam

The National Committee on Youth of Vietnam has the following tasks and powers:

- Coordinate with ministries, ministerial-level agencies, government-attached agencies, and related agencies and organizations to research and propose mechanisms and policies on youth and youth work.

- Research, advise, recommend, and propose to the Prime Minister solutions and measures to solve important and interdisciplinary issues for youth and youth work.

- Coordinate with ministries, ministerial-level agencies, government-attached agencies, and related agencies and organizations to work out plans and programs to work with ministries, branches, and localities in investigating, surveying, monitoring, and implementing policies and laws on youth and youth work.

- Help the Prime Minister urge agencies and organizations to carry out important and interdisciplinary work on youth and youth work.

- Coordinate with relevant agencies in supervising and criticizing policies and laws on youth and youth work.

- Carry out youth foreign affairs activities in accordance with the law.

- Perform other tasks assigned by the Prime Minister.
