1. Who are mobile police officers and soldiers?

According to Clause 2, Article 2 of the Mobile Police Law 2022, Mobile Police officers and soldiers include officers, non-commissioned officers, and soldiers of the Mobile Police.

Specifically, the mobile police are the people's armed forces under the Vietnam People's Public Security, the core force in the implementation of armed measures to protect national security and ensure social order and safety.

2. Obligations and responsibilities of mobile police officers and soldiers in Vietnam

Specifically, in Article 11 of the Mobile Police Law 2022, the obligations and responsibilities of Mobile Police officers and soldiers are as follows:

- Absolutely loyal to the Fatherland, People, Party and State; strictly abide by the Party's guidelines and lines, the State's policies and laws, and the People's Public Security's orders, directives, and orders of superiors.

- Respecting and protecting the lawful rights and interests of agencies, organizations, and individuals; closely related to the People, respectfully, politely, and devotedly serving the People.

- Honest, brave, alert, ready to fight, well complete all assigned tasks; protect national security, ensure social order and safety, resolutely fight against crime and law violations.

- Regularly studying to improve political skills, legal knowledge, professional qualifications, sense of discipline, physical training; techniques, tactics, and proficient use of equipment of the Mobile Police.

- Taking responsibility before the law and superiors for their decisions and acts when performing their tasks and the performance of tasks by their subordinates.

3. Benefits and policies for mobile police officers and soldiers in Vietnam

According to Clauses 1, 2, 3, Article 25 of the Mobile Police Law 2022, Mobile Police officers and soldiers are entitled to the following benefits and policies:

- Mobile police officers and soldiers are entitled to regimes and policies as prescribed by law for officers and soldiers of the People's Public Security.

- Officers and soldiers of the Mobile Police, when serving in the army, are entitled to preferential policies and special regimes suitable to the nature of their tasks and areas of operation.

- Mobile police officers are provided with official residences.

4. Operational principles of mobile police in Vietnam

The operating principles of mobile police include:

- Under the absolute, direct leadership of the Communist Party of Vietnam in all aspects, the domination of the President, the unity of state management by the Government and the direct direction, command, and management of the Minister of Public Security.

- Complying with the Constitution, laws of Vietnam, and international treaties to which the Socialist Republic of Vietnam is a signatory.

- Relying on the People, promoting the People's strength, and subjecting themselves to the People's supervision; protecting the interests of the State, the lawful rights and interests of agencies, organizations, and individuals according to the provisions of law.

- Closely combining armed measures with other working measures of the People's Public Security Force in performing their assigned functions and tasks.

- Ensuring the centralized and unified direction and command from the central to local levels.

5. Who is eligible to be recruited to the Mobile Police Force in Vietnam?

According to Article 26 of the Mobile Police Law 2022, the recruitment of citizens to the Mobile Police is as follows:

(i) Vietnamese citizens, regardless of gender, who have political and moral qualities, are in good health and age, are suitable for duty, and are voluntary, may be recruited into the Mobile Police.

(ii) Mobile police are given priority to select citizens according to the provisions of (i) having professional, technical, and professional qualifications or having the right aptitude and talent to serve long in the Mobile Police.

(iii) The Minister of Public Security shall detail the above contents.
