Notable points on residential electricity prices in Vietnam

Currently, according to Clause 1, Clause 2, Clause 4 of Circular 16/2014/TT-BCT (amended by Clause 5, Article 1 of Circular 25/2018/TT-BCT), retail electricity prices are as follows:

- Retail electricity prices apply to households using electricity for their daily needs. Each household that uses electricity in a month is subject to a daily electricity usage norm.

- Electricity households sharing meters (with separate household registration) apply the electricity price according to the principle that the electricity buyer's general norm is equal to the norm of each level multiplied by the number of electricity households sharing the same meter.

- The buyer of electricity used for residential purposes by the tenant will apply the following:

+ At each rental house address, only sign a single electricity purchase contract. The landlord is responsible for presenting the temporary residence book or documents confirming the tenant's temporary residence;

+ In case of renting to households: the homeowner directly signs an electricity purchase contract or authorizes the renting household to sign an electricity purchase contract (with a commitment to pay electricity bills); each household renting a house is charged a norm;

- In case of renting accommodation to students and workers (the lessee is not a household):

In case the lessee has a house rental contract of 12 months or more and has temporary residence registration, the landlord directly signs the electricity purchase contract or the tenant's representative signs the electricity purchase contract (with a commitment to pay the homeowner's electricity bill);

In the event that the rental term is less than 12 months and the landlord cannot declare the full number of electricity users, the retail electricity price of level 3 will apply: From 101 - 200 kWh for the entire electricity output measured at the meter.

In the event that the homeowner can declare the full number of electricity users, the seller will issue a quota to the homeowner based on the temporary residence book or documents confirming temporary residence.

When there is a change in the number of tenants, the landlord notifies the local electricity company to adjust the electricity bill calculation norms.

Currently, residential electricity prices are calculated progressively according to the retail price list issued with Decision 648/QD-BCT dated March 20, 2019:

Price framework for clean water for domestic use in Vietnam

Currently, the price framework for clean water for domestic use is regulated in Circular 44/2021/TT-BTC stipulating the price framework, principles, and methods for determining the price of domestic clean water.

The highest price of clean water for domestic use is 18,000 VND/m3 in special urban areas and class 1 urban areas and 11,000 VND/m3 in rural areas.

Note: The aforesaid price range is inclusive of the value-added tax and is applied to the average tap water selling prices decided by provincial People's Committees.

Each locality will issue its own clean water price based on this price frame.
