1. Newest regulations on responsibilities of each title of commune-level officials in Vietnam

The responsibilities of each title of commune-level officials in Vietnam under Article 11 of Decree 33/2023/ND-CP are as follows:

* Commune-level Military Command Chief Official

- Advising and proposing to the Communist Party Committee, People's Council, and People's Committee at the commune level on guidelines, measures, and solutions for leading and directing the implementation of national defense and military tasks; building the militia force and reserve force; cooperating with sociopolitical organizations to implement national defense and military tasks in the area;

- Coordinating with units of the people's army, people's police, and other forces in the area to participate in building the all-people national defense, the civil defense zone; maintaining political security, order, and social safety;

- Coordinating with border guard units, navy, coast guard, and other forces to protect national sovereignty, border security, and sovereign rights over Vietnam's seas;

- Performing tasks of disaster prevention, control, and remediation; epidemic prevention; search and rescue; forest fire protection and prevention; environmental protection and other civil defense tasks;

- Assisting the President of the commune-level People's Committee in registering and managing citizens within the military service age, reservists, and self-defense militia in accordance with the law, conducting conscription mobilization;

- Advising and assisting the commune-level Military Service Council in handling violations in accordance with Military Service Law 2015;

- Assisting the President of the commune-level People's Committee in building and directing the militia force to cooperate with the police and other forces regularly operating to protect security, order, readiness to combat, organizing disaster remediation, evacuation, and rescue;

- Leading the coordination with sociopolitical organizations in carrying out national defense education work in the area;

- Assisting the commune-level People's Committee in implementing military rear policies and policies for militia and reservists in accordance with the law;

- Performing other tasks assigned by the President of the commune-level People's Committee, the District Military Command, and legal regulations on national defense.

* Office - Statistics Official

- Advising on the construction and monitoring of the implementation of work programs, plans, periodic and unscheduled work schedules of the People's Council, Standing Committee of the People's Council, People's Committee, and President of the commune-level People's Committee;

- Coordinating with other officials in preparing material and technical conditions to organize meetings of the People's Council, sessions of the People's Committee, and other activities of the People's Council, Standing Committee of the People's Council, People's Committee at the commune level; elections for the National Assembly deputies, People's Council deputies at all levels, and members of the commune-level People's Committee;

- Summarizing, monitoring, and reporting on the implementation of the working regulations of the commune-level People's Committee; assisting the President of the commune-level People's Committee in organizing citizen reception and implementing grassroots democracy as prescribed by law; receiving petitions, complaints, and denunciations to transfer to the Standing Committee of the People's Council, People's Committee, and President of the commune-level People's Committee for consideration and resolution within their authority;

- Advising the commune-level People's Committee to implement the one-stop-shop mechanism, interconnected one-stop-shop; organizing the reception, resolution, and return of administrative procedure results by the commune-level People's Committee; building e-government, information technology, digital transformation; administrative procedure control;

- Assisting the commune-level People's Committee in creating statistical forms, organizing the implementation of statistical investigations as per statistical law; summarizing, compiling statistics, and managing databases by sectors in the area (including databases about commune-level officials and non-specialized workers at the commune level, hamlets, and quarter population groups); performing clerical, archival, emulation, and commendation work;

- Leading and coordinating with other officials to monitor the implementation of socio-economic development plans; summarizing, compiling statistics on the results of socio-economic development indicators at the commune level according to the law;

- Performing other tasks assigned by the President of the commune-level People's Committee and related law regulations.

* Land Administration - Construction - Urban and Environment Official (for wards, commune-level towns) or Land Administration - Agriculture - Construction and Environment Official (for communes)

- Advising and assisting the commune-level People's Committee in organizing and implementing the tasks and powers of the commune-level People's Committee and President of the commune-level People's Committee in the fields of land management, administrative boundaries, resources, environment, construction, urban management, traffic, agriculture, rural areas in the commune-level area as prescribed by law;

- Advising and assisting the commune-level People's Committee in developing, implementing socio-economic development plans, sectoral plans under the authority of the commune-level People's Committee or approved by higher authorities in the commune-level area;

- Collecting information, summarizing data, preserving files, and creating reports related to the management authority of the commune-level People's Committee on land, administrative boundaries, resources, environment, construction, urban management, traffic, agriculture, and rural areas in the commune-level area;

- Advising and assisting the commune-level People's Committee in submitting land allocation, land recovery, land use rights certification decisions for households, individuals to the district-level People's Committee; creating land use records for lawful land users; guiding procedures for verification to recognize the organization's, households', individuals' land registration, exercising citizens' rights related to land in the commune-level area; coordinating with other officials to perform administrative procedures in receiving records and verifying the origin, current state registration, and land use, land disputes, and land changes in the commune-level area;

- Advising and assisting the commune-level People's Committee in creating records for permitting renovation, construction of buildings, housing in the area for the President of the commune-level People's Committee to decide or submit to the district-level People's Committee for consideration and decision; construction work, technical supervision in the construction of local welfare projects;

- Taking charge of tasks in the fields of land, administrative boundaries, resources, environment, construction, urban management, traffic, agriculture, rural areas at the one-stop-shop administrative transaction center, interconnected one-stop-shop as assigned by the President of the commune-level People's Committee;

- Performing other tasks assigned by the President of the commune-level People's Committee and related law regulations.

* Finance - Accounting Official

- Advising and assisting the commune-level People's Committee in organizing the implementation of tasks and powers of the commune-level People's Committee in the field of finance, budget management in the area as prescribed by law;

- Advising and assisting the commune-level People's Committee in creating budget revenue and expenditure estimates for the commune level submitted to the commune-level People's Council for approval; organizing the implementation of budget revenue, expenditure estimates and measures to exploit local revenue sources;

- Organizing fiscal and budgetary activities as guided by higher finance authorities; finalizing the commune-level budget and preparing fiscal and budget reports as prescribed by law;

- Assisting the commune-level People's Committee in managing investment capital for basic construction projects, public assets at the commune level; inspecting and finalizing construction investment projects under the management authority of the commune-level People's Committee;

- Advising and assisting the President of the commune-level People's Committee in resolving policies for commune-level officials and non-specialized personnel;

- Performing other tasks assigned by the President of the commune-level People's Committee and related law regulations.

* Justice - Civil Status Official

- Advising and assisting the commune-level People's Committee in organizing the implementation of tasks and powers of the commune-level People's Committee and President of the commune-level People's Committee in the field of justice and civil status management in the area as prescribed by law;

- Assisting the commune-level People's Committee in appraising the drafting and issuance of legal documents as prescribed by law; assisting the commune-level People's Committee in organizing public consultations on legal documents in line with the plan of the commune-level People's Committee and guidance from higher authorities;

- Assisting the commune-level People's Committee in implementing legal dissemination, education, and legal aid; enforcement of judgments; monitoring law enforcement; organizing public consultations in the commune-level area on legal construction; building a standard legal access commune; guiding activities for mediation organizations at the grassroots level; coordinating with village heads, quarter heads to review and summarize mediation work at the grassroots level, reporting to the commune-level People's Committee; managing the legal bookcase at the commune-level People's Committee; coordinating with the Cultural - Social official to guide the village, quarter community to build and implement village conventions, rules;

- Assisting the commune-level People's Committee in civil registration, management as prescribed by law;

- Managing the civil status, notarization, authentication at the reception and result-returning department of the commune-level People's Committee;

- Assisting the commune-level People's Committee in anti-corruption work and tasks related to inspection;

- Performing other tasks assigned by the President of the commune-level People's Committee and related law regulations.

* Culture - Society Official

- Advising and assisting the commune-level People's Committee in organizing the implementation of tasks and powers of the commune-level People's Committee and President of the commune-level People's Committee in the fields of culture, information, communication, sports, tourism, labor, war invalids, social affairs, health, education, beliefs, religion, ethnicity, family, children, and youth as prescribed by law; advising the commune-level People's Committee on social insurance, health insurance, labor safety; developing criteria for expanding social insurance and health insurance participants within annual socio-economic development plans for submission to the People's Council at the same level for decision;

- Assisting the commune-level People's Committee in organizing cultural, information, communication activities, sports; managing tourism, protecting cultural historical relics in the commune-level area, building a cultural lifestyle in the community and cultural families in the area;

- Compiling demographic, labor, employment, vocational statistics in the area; monitoring, summarizing, and reporting on the number and situation of labor policy subjects, people with merits; beliefs, religions, ethnicities, family, children, and youth; performing social policy payments, payments for people with merits; managing martyrs' cemeteries and memorial works for martyrs; performing social protection activities, poverty reduction programs and food safety work in the area; reporting on information, communication data;

- Leading coordination with justice officials and village heads, quarter heads in guiding the village, quarter community to build and implement village conventions, rules; coordinating with the Office - Statistics official in building a database on population, labor, employment and policy subjects;

- Performing other tasks assigned by the President of the commune-level People's Committee and related law regulations.

* Based on the responsibilities of each commune-level official position outlined in Article 11 of Decree 33/2023/ND-CP, the district-level People's Committee specifies the responsibilities of each commune-level official position suitable to the characteristics and requirement of task implementation of each commune, ensuring all fields of work have officials responsible and performing them.

2. General standards forcommune-level officials in Vietnam

The general standards for commune-level officials in Vietnam under Article 7 of Decree 33/2023/ND-CP are as follows:

- General standards for commune-level officials comply with current legal regulations on officials, organizational charters, and regulations of the Communist Party and central sociopolitical organizations.

- For officials who are the Chiefs of Commune-level Military Command, in addition to the general standards stipulated in Clause 1, Article 7 of Decree 33/2023/ND-CP, they must have the capability to cooperate with people's army units, people's police, and other forces in the area to build the all-people national defense, perform civil defense tasks; maintain security, politics, social order, protect the Communist Party, the government, state assets, and protect the lives and assets of the people.
