1. Newest regulations on procedures for leasing social housing invested in construction by individuals in Vietnam

According to Article 43 of Decree 100/2024/ND-CP, the procedures for leasing social housing invested in construction by individuals in Vietnam are as follows:

- Individuals who invest in building social housing are responsible for reporting to the People's Committee of the commune where the house is built (in writing) about the construction location; implementation progress; scale, number of apartments, including: Number of apartments for rent; rental start time, so that the People's Committee of the commune publicly announces the information at the commune's headquarters for local authorities and residents to monitor and supervise.

- Based on the information about social housing in the locality that has been published according to regulations; those who need to register for leasing social housing must submit a certificate confirming that they are eligible for social housing support policies as guided by the Minister of Construction, the Minister of National Defense, or the Minister of Public Security to the individual investor.

- After collecting all the registration dossiers of eligible individuals, the individual investor signs a house rental contract with the tenant. Meanwhile, they are also responsible for sending the People's Committee of the commune the list of social housing tenants to serve management and inspection (post-inspection).

2. Guide on Updating Information about Individuals Eligible to Buy Social Housing on the Department of Construction's Electronic Information Portal in Vietnam

The procedures for updating information about individuals eligible for purchase, lease purchase, rent payments of social housing onto the Department of Construction's Electronic Information Portal in Vietnam are regulated in Article 44 of Decree 100/2024/ND-CP as follows:

- Within 15 days from the date of receiving the list of individuals who have signed contracts on purchase, lease purchase, rent payments of social housing as stipulated at point g, clause 1, Article 38 of Decree 100/2024/ND-CP, the local Department of Construction, where the project is located, is responsible for reviewing and updating the list of those eligible for purchase, lease purchase, rent payments of social housing onto the Department of Construction's Electronic Information Portal according to the provisions in clause 2, Article 44 of Decree 100/2024/ND-CP.

- The information to be updated includes:

+ Full name;

+ Citizen Identification/Personal Identification Number;

+ Permanent/Temporary residence address;

+ Names of individuals in the household (if the eligible person is a household);

+ Name of the social housing investment project.

- In cases where individuals who need to purchase, lease-purchase, rent social housing have already signed a contract with the project investor, but the contract is terminated, the project investor is responsible for reporting to the Department of Construction to update the list of individuals eligible to purchase, lease-purchase, rent social housing on the Department of Construction's Electronic Information Portal and the Ministry of Construction's Electronic Portal.

- In cases where there is no database of information regarding the individuals eligible to purchase, lease-purchase, rent social housing on the Ministry of Construction's Electronic Portal, the Department of Construction will publish this list on its Electronic Information Portal and simultaneously send it to the Ministry of Construction (both hard copy and electronic file) according to the contents regulated in clause 2, Article 44 of Decree 100/2024/ND-CP.
