New: Vietnam's Regulation 24-QD/TW guiding the Party's Charter in 2021

The Central Committee of Vietnam issued Regulation 24-QD/TW dated July 30, 2021 on the implementation of the Party Charter.

Regarding the educational level of people entering the Party, Regulation 24 stipulates that people entering the Party must have a lower secondary school diploma or higher.

Previously, Regulation 29/QD-TW stipulates: People who join the Party must have a junior high school diploma or equivalent or higher.

Thus, Regulation 24 has removed the "or equivalent or more" provision.

In addition, Regulation 24 stipulates the conditions for people to be re-admitted to the Party as follows:

At least 36 months since leaving the Party (especially for those with less serious crimes, it must be 60 months after their criminal records are expunged; Party members have been removed from the Party due to violations of the policy on population and family planning shall comply with the regulations of the Secretariat), make an application for re-admission to the Party. It must be approved in writing by the standing committee of the provincial or municipal Party Committee (or equivalent) and considered and decided by the competent party committee (district and equivalent).

Previously, in Regulation 29-QD/TW:

At least 36 months after leaving the Party (especially for those with less serious crimes, it must be 60 months after their criminal records have been expunged), make an application for re-admission to the Party; must be approved in writing by the standing committee of the provincial or municipal Party Committee (or equivalent) and considered and decided by the competent party committee (district party committee and equivalent).

In addition, in Regulation 24, it continues to stipulate that 05 cases are removed from the list of Party members, including:

- Party members give up party activities or fail to pay Party fees for 3 (three) months of the year without a valid reason;

- Party members voluntarily return their membership cards or cancel their Party membership cards themselves;

- Party members lose their will to strive, do not perform their duties as party members, have been educated by the Party cell, but after 12 months of striving, they have not made any progress;

- Party members for 02 (two) consecutive years, violating Party membership;

- Party members do not meet the political standards prescribed by the Politburo.
