Starting on August 15, 2021, the salary increase regime for officials, civil servants, public employees, and workers will have many new points, according to Circular 03/2021:
* Additional cases are included in the time to consider civil servant salary increases
Clause 2 of Article 1 of Circular 03/2021 adds cases that are included in the time to consider regular salary increases as follows:
Duration of officers, civil servants, public employees, and workers participating in active military service according to the Law on Military Service.
* Additional cases that are not included in the time to consider regular salary increases.
Clause 3 of Article 1 of Circular 03/2021 adds cases that are not included in the time to consider regular salary increases, including:
- Probation period (including cases of receiving 100% of the salary of the civil servant rank or professional title of probationary officer).
- Time spent by cadres, civil servants, public employees, and workers deserting during active military service.
- Probation period for cadres, civil servants, public employees, and workers sentenced to imprisonment but suspended sentences; in case the probationary period is less than the extended period of regular salary increase, calculated according to the extended period of regular salary increase.
- Time off from work until reaching retirement age, according to current regulations.
* Modifying the salary increase regime ahead of time due to excellent achievements in performing tasks
From August 15, 2021, no two consecutive salary increases ahead of schedule will be made due to excellent achievements in performing tasks without distinction within the same rank or title (Clause 6 of Article 1 of Circular 03/2021).
* Additional subjects receiving excess seniority allowance:
Specifically, Clause 1 of Article 2 of Circular 03/2021 adds subjects entitled to excessive seniority allowances as: People working under the labor contract regime in administrative agencies and public service units have an agreement in the labor contract to determine salary according to Decree 204/2004/ND-CP.
How to calculate salaries for civil servants specializing in administrative and clerical professions according to new regulations in Vietnam
The salaries of civil servants and public employees will be calculated according to the formula:
Salary = Base salary x Salary coefficient
In there:
* Current base salary is 1.49 million VND/month.
* Salary coefficient will be specified according to each rank and salary level as follows:
1. For civil servants specializing in administration
According to Article 14 of Circular 2/2021/TT-BNV, salary rankings for specialized administrative civil servants are as follows:

In addition, the transfer of salaries for civil servants from currently held specialized civil servant ranks to specialized administrative civil servant ranks is carried out according to the instructions in Clause 2, Section II of Circular 02/2007/TT-BNV:
Salary ranking when changing ranks in the same category of civil servants and public employees: a. In case of being appointed to a new rank in the same rank group as the old rank (old rank and new rank have the same salary scale coefficient), then level the salary level and % of the extra seniority allowance (if any) currently enjoyed in the old rank (including calculating the time to consider raising the next salary level or considering the extra seniority allowance if any in the old rank) to a new rank. b. In case of being appointed to a new rank with a salary coefficient of the same rank higher than the old rank (for example, from a rank under A2.2 to a rank under A2.1), then proceed in the same way as the salary arrangement when promoting civil servants and public employees as guided in Clause 1, Section II of this Circular. c. In the event of being appointed to a new rank with a salary coefficient of the same rank that is lower than the old rank (for example, from a rank under A2.1 to a rank under A2.2), then follow the salary arrangement instructions in Point a, Clause 2, and receive an additional reserve difference coefficient equal to the salary coefficient (including extra allowances, if any) currently enjoyed in the old rank. This reserved difference coefficient is implemented as instructed in Point c of Clause 1 of Section II of this Circular. |

Note: - In case a civil servant with a college degree or higher is recruited into a job position requiring the corresponding civil servant rank of intermediate clerk rank, he or she will be classified as level 2 of the intermediate clerk rank; If you have a probationary period, during the probationary period you will receive 85% of the level 2 salary of the intermediate clerk rank.
- The transfer of salaries for civil servants from the currently held specialized civil servant ranks to specialized clerical civil servant ranks is carried out according to the instructions in Clause 2, Section II of Circular 02/2007/TT-BNV (stated in Section 1 of the article).
- In the case of civil servants with college degrees, when recruited, they are classified as civil servants of type A0 according to the provisions of Decree 204/2004/ND-CP. When transferring to the rank of intermediate clerk, the salary level in the new rank is based on the working time with compulsory social insurance payment according to the scale and salary table prescribed by the State (after deducting the probationary period according to the regulations of the rank) as follows:
+ Calculated from level 2 of the intermediate clerk rank, after every 02 years (full 24 months), you will be promoted to the 01 salary level (if there is a break in time without social insurance benefits, it will be accumulated).
If there is a year during the working period of not completing assigned tasks or being disciplined, the regular salary increase regime will be extended according to regulations.
+ If the salary coefficient is ranked in the intermediate clerk rank plus extra seniority allowance (if any) is lower than the salary coefficient received in the old rank, they will be entitled to a reserved difference coefficient equal to the salary coefficient (including extra seniority allowance, if any) currently enjoyed in the old rank.
