1. National scientific and technological information infrastructures in Vietnam

According to Article 13 of Decree 11/2014/ND-CP, the National scientific and technological information infrastructures in Vietnam include:

- National databases on science and technology; databases on information and statistics on science and technology; data centers, websites, and electronic portals; domestic and international sources of scientific and technological information in electronic form.

- Systems of technical equipment to process, transmit, and store scientific and technological information; scientific and technological information networks connecting regional and international areas, including the national research and training information network and the scientific and technological networks of ministries, central authorities, and local authorities.

2. National Databases on Science and Technology in Vietnam

National databases on science and technology in Vietnam, according to Article 14 of Decree 11/2014/ND-CP, include:

- Information on scientific and technological organizations.

- Information on scientific research and technology development staff.

- Information on scientific and technological tasks (ongoing, completed results, and application results).

- Information on intellectual property documents, scientific and technological publications, and citation indexes in domestic and international journals, conference proceedings, and scientific seminars.

- Information on technology, high technology, and technology transfer.

- Information on science and technology statistics.

- Information on science and technology enterprises.

- Information on science and technology in the region and worldwide.

- Other related information.

3. Regulations on Exploitation and Use of National Databases on Science and Technology in Vietnam

The exploitation and use of national databases on science and technology are regulated in Article 16 of Decree 11/2014/ND-CP as follows:

- The forms of exploitation and usage of national databases on science and technology include:

+ Online access through the electronic information portal or portal of the managing agency of the national databases on science and technology and organizations carrying out the information focal function at the ministerial and provincial levels; through the national research and training information network;

+ Via written request;

+ Through contracts between the managing agency of the national databases on science and technology and the parties exploiting and using scientific and technological data according to legal regulations.

- Subjects and scope of exploitation and use:

+ Agencies participating in building, maintaining, and updating the national databases on science and technology have the right to exploit data to serve management, research, training, production, and business needs;

+ State agencies, political organizations, socio-political organizations have the right to request related scientific and technological information to serve state management tasks, meet economic-social development, ensure national defense, security, and international integration;

+ Other agencies, organizations, individuals have the right to request scientific and technological information to serve research, training, production, and business purposes.

- The Ministry of Science and Technology issues regulations on building, managing, exploiting, using, maintaining, and developing the national databases on science and technology.
