Monthly allowance applicable to retired commune-level officials in Vietnam

According to Article 2 of Circular 2/2022/TT-BNV, the adjustment to monthly allowance applicable to retired commune-level officials in Vietnam as follows:

From January 1, 2022, adjust monthly allowance applicable to retired commune-level officials in accordance with Article 2 of Decree 108/2021/ND-CP dated December 7, 2021 of the Government as follows:

- Increase monthly allowance eligible in December 2021 by 7,4% using the following formula:

Monthly allowance eligible from January 1, 2022 + Monthly allowance eligible in December, 2021 x 1,074

In which: Monthly allowance eligible in December, 2021 refers to the allowance mentioned under Clause 2 Article 2 of Circular 09/2019/TT-BNV

- If monthly allowance for retired commune-level officials is lower than 2.500.000 VND/month after being adjusted, the monthly allowance shall be increased as follows:

+ Increase by an additional 200.000 VND/person/month for individuals whose monthly allowance is lower than 2.300.000 VND/person/month;

+ Increase to 2.500.000 VND/person/month for individuals whose monthly allowance ranges from 2.300.000 VND/person/month to less than 2.500.000 VND/person/month.

- Based on Clause 1 and Clause 2 of Article 2 of Circular 2/2022/TT-BNV, monthly allowance eligible from January 1, 2022 (rounded accordingly) for retired commune-level officials is as follows:

+ For officials who formerly held the position of Party Committee Secretary, Chairperson of People’s Committee of commune: 2.473.000 VND/month;

+ For officials who formerly held position of Deputy Secretary, Vice Chairperson, Permanent Standing Official of Committee of Communist Party, Member of Secretariat of People’s Committee, Secretary of the People’s Committee of commune, Commanding Officer of commune, Chief of commune police: 2.400.000 VND/month.

+ For officials who formerly held remaining positions: 2.237.000 VND/month.

Funding sources for adjustment to monthly allowance applicable to retired commune-level officials in Vietnam

Pursuant to Article 3 of Decree 108/2021/ND-CP, the funding sources for adjustment to monthly allowance applicable to retired commune-level officials are as follows:

Sources of funding for adjustments to retirement pensions, social insurance allowances and monthly benefits for the persons prescribed in Article 1 of this Decree are prescribed as follows:

- The state budget pays the retirement pensions, social insurance benefits and monthly benefits to the beneficiaries of social insurance before October 1, 1995; those who are on monthly allowances according to Decision 91/2000/QD-TTg and Decision 613/QD-TTg and those prescribed in Points d, dd, e and g Clause 1 Article 1 hereof; those who are on retirement pensions prescribed in Decree 159/2006/ND-CP, Decree 11/2011/ND-CP and Decree 23/202/ND-CP.

- The Social Insurance Fund pays the retirement pensions, social insurance benefits and monthly benefits to the beneficiaries of social insurance from October 1, 1995 onwards, including those who are on retirement pensions and monthly allowances as prescribed in Decree 92/2009/ND-CP, Decree 34/2019/ND-CP, Decree 121/2003/ND-CP and Decree 09/1998/ND-CP.
