On October 31, 2024, the Ministry of Education and Training of Vietnam issued Official Dispatch 7030/BGDDT-KHTC regarding the payment of tuition fees through non-cash payment methods.
Implementing the Scheme for the development of non-cash payments in Vietnam (according to Decision 1813/QD-TTg dated October 28, 2021, by the Prime Minister of the Government of Vietnam), the Ministry of Education and Training of Vietnam requests Ministries, central agencies, and People's Committees of provinces and centrally-run cities to instruct educational institutions to continue implementing Official Dispatch 2741/BGDDT-KHTC dated June 29, 2022, by the Ministry of Education and Training regarding the guidance on implementing non-cash payment methods for school fees and continue to promote solutions for non-cash payment of school fees, focusing on the following points:
- Regarding school fees, admission fees, and other collections: promptly cooperate with credit institutions, intermediary payment organizations, and relevant units to implement the collection of school fees, admission fees, and other collections via non-cash payment methods. To be specific:
+ Equip facilities for non-cash payment, integrate payment modules readily in school management software and educational institutions;
+ Collaborate with banks, credit institutions, and intermediary payment organizations to unify the non-cash payment information model for school fees and educational service fees, having at least the required information fields (according to Decision 4597/QD-BGDDT dated December 28, 2022, issuing technical regulations on data in non-cash payment for school fees and educational service fees).
+ Arrange organizations or individuals as focal points to guide and support parents, students, and related partners to execute non-cash payments in school fees and educational services, facilitating learners and their families; maximize the number and value of non-cash transactions within the total transactions at educational institutions.
- Continually promote the digital transformation, information technology application for connecting and integrating data with credit institutions, intermediary payment organizations, providing learners with non-cash payment services, encouraging online payment methods to facilitate public transactions. Simultaneously, deploy measures to ensure security and information safety in payment transactions, emphasizing data mastery and personal data protection under Decree 13/2023/ND-CP on personal data protection.
Additionally, the integration and connection between the information systems of educational institutions with payment service providers/intermediary payment platforms should aim to maximize convenience for the payee, allowing the choice of multiple payment service providers and methods.
- For higher education institutions and colleges authorized to offer preschool education majors: expeditiously research models integrating online payment platforms on the National Public Service Portal according to the guidance document available in section "15. Connection Guidelines for the Online Payment System of the National Public Service Portal (Payment Platform)", under the part: “User Guide for Ministries, Agencies, Localities” on the National Public Service Portal (https://dichvucong.gov.vn/p/home/dvc-huong-dan-bo-nganh-dia-phuong.html) to implement online payment of tuition fees as required by Decision 1813/QD-TTg dated October 28, 2021, by the Prime Minister of the Government of Vietnam.

- We request Ministries, central agencies, and People's Committees of provinces and centrally-run cities to report the implementation status and propose solutions to address difficulties encountered during implementation according to Appendix 1 (attached); higher education institutions, colleges authorized to offer preschool education majors should report the implementation status and propose solutions to address difficulties encountered according to Appendix 2 (attached) and send to the Ministry of Education and Training by November 5, 2024, for consolidation to report to the Prime Minister of the Government of Vietnam.
