Regarding this issue, LawNet would like to answer as follows:

1. Who is allowed to read, listen, and watch to check the deposited press in Vietnam?

According to Clause 2 of Article 2 of Circular 81/2017/TT-BTC, readers, listeners, and viewers should check the deposited press and appraise the content of the deposited press, which includes:

- Civil servants are assigned to regularly read, listen to, and view newspapers deposited by the Press Department, Department of Radio, Television, and Electronic Information under the Ministry of Information and Communications;

- Civil servants assigned to regularly read, listen to, and view newspapers deposited under the Department of Information and Communications;

- Collaborator: A person with whom the Press Department, Department of Radio, Television, and Electronic Information, and Department of Information and Communications sign a collaborator contract to read, listen, and watch to check the deposited press;

- Member of the Council for appraisal of deposited press content established by competent authorities.

2. Norms for reading, listening, watching, and checking deposited press in Vietnam

The norms for reading, listening, watching, and checking deposited press according to Article 3 of Circular 81/2017/TT-BTC are as follows:

- The basis for calculating the reading, listening, and viewing norms to check the deposited press is the news and articles published and broadcast in the press.

- The norms of news, reading, listening, and viewing to check for each type of deposited press are the norms applicable to a working day of civil servants according to regulations of the Ministry of Information and Communications.

3. Methods for calculating remuneration for reading, listening, and watching to check deposited newspapers in Vietnam

Methods for calculating remuneration for reading, listening, watching, and checking deposited newspapers according to Article 4 of Circular 81/2017/TT-BTC is as follows:

- For civil servants specified in Points a and b, Clause 2, Article 2 of Circular 81/2017/TT-BTC:

+ The basis for calculating remuneration for reading, listening, and watching to check deposited newspapers is the number of news articles read, listened to, and viewed exceeding the prescribed limit in the month, determined according to the following formula:

A = B - (C x D)

In there:

A: Number of news articles read, listened to, and viewed to check the deposited press exceeding the prescribed limit in a month

B: Number of news articles read, listened to, and viewed to check the deposited press that civil servants actually conducted during the month.

C: Actual number of days in the month that civil servants perform the task of reading, listening, and watching to check deposited newspapers.

D: Norms for news, reading, listening, and viewing to check deposited press for each type of deposited press applicable to a civil servant's working day according to regulations of the Ministry of Information and Communications.

+ Remuneration for reading, listening, and watching to check newspapers deposited in excess of the quota is paid according to the following formula:

E = A x G

In there:

E: Remuneration for reading, listening, and watching to check for newspapers deposited in excess of the norm.

A: Number of news articles read, listened to, and viewed to check the deposited press exceeding the prescribed limit in a month.

G: Remuneration for reading, listening, and watching to check deposited newspapers, determined according to the following formula: 165,000 VND (1 day)/daily news and article norm.

+ The number of news articles read, listened to, and viewed for checking the press deposit that exceeds the limit as a basis for calculating the remuneration paid to 01 civil servant as specified in Points a and b, Clause 2, Article 2, Circular 81/2017/TT-BTC, must not exceed 0.5 times the reading, listening, and viewing norms prescribed in Clause 2, Article 3, Circular 81/2017/TT-BTC.

+ Civil servants who have received remuneration for reading, listening, and watching to check deposited newspapers are not entitled to pay for night work, overtime for night work, or overtime for reading, listening, and watching to check the press deposit.

- For collaborators specified in Point c, Clause 2, Article 2 of Circular 81/2017/TT-BTC, remuneration for reading, listening, and watching to check the deposited press is calculated according to the following formula:

H = B x G

In there:

H: Remuneration for reading, listening, and watching to check deposited newspapers is paid;

B: Number of news articles read, listened to, and viewed to check the deposited press that collaborators actually performed during the month;

G: Rate of payment for reading, listening, watching, and checking deposited newspapers specified in Point b, Clause 1, Article 4 of Circular 81/2017/TT-BTC.
