The Provincial Committee for Elderly Affairs helps the Chairman of the Provincial People's Committee:
- Research and propose orientations, 5-year and annual plans, tasks, and solutions to care for and promote the role of the elderly;
- Direct and coordinate activities between departments, branches, district-level People's Committees, and relevant organizations in the formulation of plans, implementation of work on the elderly, and the National Action Program on the elderly in each period;
- Direct the implementation of international cooperation activities on the care and promotion of the role of the elderly in the locality;
- Urge, inspect, and evaluate the activities of relevant departments, branches, district-level People's Committees and organizations in the implementation of the provisions of the law and policies to support the elderly. Preliminarily, summarizing and periodically reporting to the Chairman of the Provincial People's Committee and the National Committee of the Elderly of Vietnam on the performance of care and promotion of the role of the elderly.

The district-level Elderly Affairs Committee assists the district-level People's Committee Chairman:
- Implement the implementation of 5-year and annual plans, tasks, and solutions to care for and promote the role of the elderly;
- Direct and coordinate activities between specialized agencies under the People's Committee of the district and the People's Committee of the commune and relevant organizations in the formulation of plans, implementation of work on the elderly, and the National Action Program on the elderly in each period;
- Coordinate with relevant agencies to carry out international cooperation activities on the care and promotion of the role of the elderly in the locality;
- Urge, inspect, and evaluate the activities of agencies under the district-level People's Committees and commune-level People's Committees and related organizations in the implementation of law provisions and policies to support the elderly. Preliminarily, summarize and periodically report to the Chairman of the district-level People's Committee and the provincial-level Elderly Working Committee on the implementation of care and promotion of the role of the elderly.
