Regarding this issue, LawNet would like to answer as follows:
According to Article 11 of the Regulation issued together with Decision 1538/QD-BTP in 2021, measures to ensure fire and explosion safety at agencies under the Ministry of Justice include:
- It is strictly forbidden to bring inflammable and explosive substances into the office of the Ministry of Justice or to use electricity for private work such as cooking, decoction, ironing, etc.
- Not burning incense or smoke in the office, warehouse, or server room and conducting work that generates fire or heat source causing a short, fire, or explosion in the working area.
- Not arbitrarily connecting, use electricity arbitrarily: do not use electrical outlets that are too loose, generating sparks; Using overloaded electrical equipment, plugging in electrical cords directly into electrical sockets, or leaving flammable substances near electrical equipment can cause short-circuits, fires, and explosions.
- At the end of working hours, they must arrange documents, check, and turn off electrical equipment such as air conditioners, computers, copiers, and lights; For equipment that needs to maintain electricity continuously, an automatic power-off system must be installed to prevent fire and short-circuit incidents.
- In case of using fire, heat, and electricity for welding and the installation of equipment, measures must be taken to prevent fire and to do so only with the consent of the Ministry's Office. Visitors to the Office of the Ministry of Justice must follow the instructions of Agency Security; absolutely comply with regulations on fire prevention and fighting work at the headquarters of the Ministry of Justice.
- For Electronic Data Center and server rooms:
+ Must be installed fire protection system according to regulations.
+ Minimize the use of removable plugs placed directly on the floor.
+ Transmission lines must be carried in troughs, mounted on support boxes, and firmly anchored.
+ Do not share the power cord with the data transmission line.
+ Computer equipment recovered or damaged awaiting repair, if left in this area, must have shelves and cabinets; Do not leave it on the floor or in the aisle.
+ Air conditioning system is regularly checked, maintained, and repaired.
- For warehouses and libraries:
+ Goods and documents must be neatly arranged; do not let supplies obstruct the passage; Materials that are easily combustible and explosive must be placed in a separate area from other flammable materials.
+ Electrical systems and equipment (light boxes, switches, sockets, aptomats, etc.) used in the warehouse must be installed in sealed boxes; Files, documents, books, and newspapers must be placed on shelves at a distance of 0.8m or more from lights.
- Office kitchens: Gas cylinders must have appropriate safety valve and pressure regulator equipment, and have a gas warning device in the area of gas use and cooking; At the end of the day, the safety valve must be closed, and the electricity consuming devices must be turned off.
- Parking area for motorbikes, basement of House N4: Motorcycles in the basement must be left in the right area; turn off the ignition of the motorcycle; do not lock the neck, lock the fork; do not let gasoline leak from the motorcycle;
- Fire safety means and tools must be kept in a conspicuous and easy-to-access place; they must not be automatically disassembled, moved, or used for other purposes; they must regularly check electrical safety to avoid electrical short-circuit, fire, and explosion incidents; and they must know the location of the power cut in the area where they regularly work.
- Prohibit leaving obstructions in corridors, walkways, stairs, and elevators, especially on exit routes and around fire extinguishers.
- Other measures to ensure safety against fire and explosions as prescribed.
The following acts are strictly prohibited in the Ministry of Justice's fire safety and rescue operations in Vietnam:
- Intentionally causing fire or explosion at the agency, office, or workplace; causing incidents, accidents, endangering human life, health, vehicle, and property safety for self-seeking purposes.
- Obstructing fire prevention and fighting activities; against people performing the tasks of fire safety and rescue.
- Taking advantage of fire prevention and fighting activities to harm the lives and health of officials, public employees, and employees, infringing upon the property of the State, agencies, organizations, and individuals.
- Intentionally alarming fire, reporting fake incidents or accidents.
- Damaging, arbitrarily changing, moving vehicles, fire protection and rescue equipment, signs, signboards, and emergency exits.
- Acts of violating the provisions of this Regulation and relevant laws.
