Below are the means of private housing development in Vietnam according to the latest regulations in the Housing Law 2023.

Means of private housing development in Vietnam according to Article 55 of the Housing Law 2023 are as follows:
- Individuals in rural areas can build houses through the following methods:
+ Self-organization of construction, hire other organizations or individuals for construction, or receive support from other organizations or individuals in building houses;
+ Hiring qualified entities or individuals in construction activities to build houses in cases where construction law requires qualified entities or individuals for construction;
+ Cooperative efforts to help each other build houses.
- Individuals in urban areas engage in housing construction according to the methods specified in point a and point b of clause 1, Article 55 of the Housing Law 2023 and the following method:
+ Cooperation for urban renovation which includes housing or to renovate and rebuild apartments as per the regulations of the Housing Law 2023;
+ Cooperative efforts to help each other build housing by contributing land use rights, capital, labor, materials, and efforts from the members of the cooperative group.
Members of the cooperative group must agree on the method of contributing land use rights, capital, labor, materials, efforts, implementation timeline, rights, and obligations of members, and commit to the cooperative group's agreement.
Requirements of private housing development according to Article 54 of the Housing Law 2023 are as follows:
- Must comply with construction planning and adhere to the regulations of construction law.
- Housing construction must ensure connection with the general technical infrastructure system of the area, meet sanitation, environmental, architectural, and landscape requirements, and must not infringe upon the rights and legal interests of neighboring building owners and other rights holders. The construction, renovation of housing must be combined with preserving traditional housing architecture, in line with the customs, practices, production conditions of each area, region, maintain natural landscapes, historical-cultural relics. In project areas, house construction must conform to the approved detailed project construction planning.
- Individuals are only allowed to build houses on homestead land within their legal use, including land granted for compensation purposes or land acquired through transfer of land use rights or leasing, borrowing from other organizations or individuals.
- The Provincial People's Committee may consider supporting part or all of the cost from the state budget as per state budget law regulations to individuals to preserve, maintain, and renovate housing in areas needing to preserve artistic, cultural, historical values.
Requirements for relocation housing according to Article 53 of the Housing Law 2023 are as follows:
- Resettlement housing must meet design, standards, and construction norms as prescribed by construction law.
- In cases of investing in housing projects for resettlement, the requirements of the housing project investment specified in Article 33 of the Housing Law 2023 must be satisfied. The project investor must not alter the design, housing area, and auxiliary works (if any) serving resettlement after the resettlement plan has been approved.
- Handover of housing to those being resettled is implemented according to the provisions of clauses 3 and 4, Article 37 of the Housing Law 2023.
- Organizations and individuals responsible for the quality of resettlement housing include:
+ The project investor of the housing construction project serving resettlement;
+ The project investor of a housing construction project intended for resettlement allocation;
+ Organizations and individuals involved in the construction of relocation housing as prescribed by law.
- The housing management agency at the provincial level is responsible for guiding and inspecting the quality management of resettlement housing in the area.
