The Multilateral Trade Policy Department is an organization under the Ministry of Industry and Trade, performing the function of advising and assisting the Minister in state management of economic and trade integration within the framework of cooperation with the World Trade Organization (WTO), ASEAN, between ASEAN and its partners (ASEAN+); Asia-Pacific Economic Cooperation (APEC); Asia - Europe Cooperation Forum (ASEM); United Nations Forum on Trade and Development (UNCTAD) and other international economic - trade organizations and negotiate international treaties on trade as assigned by the Minister.

Thus, the Multilateral Trade Policy Department is an organization under the Ministry of Industry and Trade.

Main tasks of Multilateral Trade Policy Department in Vietnam

Specifically, Article 2 of Decision 847/QD-BCT in 2013 stipulates the main tasks of the Multilateral Trade Policy Department in Vietnam as follows:

(1) About the World Trade Organization (WTO) and other international organizations:

- Lead or coordinate with relevant agencies in formulating guidelines, mechanisms, and policies on international economic integration within the framework of the WTO, APEC, ASEM, and other international economic and trade organizations for the Minister to submit to competent authorities for approval; organize the implementation after it is approved according to the assignment of the Ministry;

- Synthesize, develop, and submit to the Minister or Head of the Government negotiating team for approval a plan to negotiate, sign, or join multilateral or regional international treaties on trade and other international organizations as assigned by the Ministry;

- Help the Ministry represent Vietnam's commercial interests, propose plans, and organize the implementation of Vietnam's economic-trade-related rights and obligations at the WTO, APEC, ASEM, and other international economic organizations and forums as assigned by the Ministry;

- Lead or coordinate in formulating and guiding the implementation of domestic policies related to Vietnam's economic and trade commitments within the framework of the WTO, APEC, ASEM, and international economic - trade organizations as assigned by the Ministry;

- Preside over or participate in the settlement of economic - trade disputes within the WTO framework as assigned by the Ministry;

- Preside over or participate in propaganda, dissemination, guidance, urging, and inspection of Vietnam's implementation of commitments on international economic integration;

- Help the Minister assume the roles of Head of SOM of Vietnam in APEC and Head of Vietnam's SOMTI in ASEM as assigned by the Ministry;

- Receive and organize the management and coordination of foreign technical assistance related to international economic integration as assigned by the Minister.

(2) Regarding ASEAN economic integration:

- Assume the prime responsibility for, or coordinate with relevant agencies in, researching and drafting reports and schemes and submitting them to the Minister for submission to the Government or the Politburo on orientations,
Vietnam's strategy to join ASEAN economic cooperation and join ASEAN countries in ASEAN+ economic cooperation;

- Preside over or coordinate with relevant agencies, drafting documents, proposing negotiation plans, and helping the Minister negotiate, sign, or join international treaties within the framework of ASEAN or ASEAN+ assigned by the Government;

- Study regulations, monitor, and participate in economic cooperation activities of ASEAN and other international and regional economic and trade organizations and forums that Vietnam and ASEAN participate in to propose to the Minister solutions and measures to exercise Vietnam's rights and obligations when participating;

- Synthesize information on the situation of ASEAN economic cooperation; act as the focal point for ASEAN economic integration to study and propose plans and solutions to help the Minister perform the function of Minister in charge of ASEAN economic integration assigned by the Prime Minister;

- Preside over or coordinate with relevant agencies in formulating plans and implementing results of participation in annual meetings and cooperation activities within the framework of ASEAN and ASEAN+ in assigned areas of responsibility at all levels (expert level, department level, ministerial level, summit) to which Vietnam participates as an ASEAN member;

- Preside over or participate in disseminating, propagating, guiding, and organizing the implementation of economic and trade commitments and other contents related to economic - trade cooperation that Vietnam has signed or participated in within the framework of ASEAN, ASEAN+;

- Act as the national focal point of Vietnam participating in the ASEAN Free Trade Area (AFTA);

- Act as the national focal point of Vietnam to participate in the ASEAN Trade and Investment Dispute Settlement Consultative Mechanism (ACT);

- Preside over or coordinate the handling of economic - trade disputes when implementing commitments within the framework of ASEAN and ASEAN+;

- Coordinate with relevant functional departments, ministries, and branches, proposing solutions to develop relations with ASEAN members, ASEAN's partner countries, and international organizations;

- Lead or participate in coordinating cooperation projects that Vietnam participates in within the framework of ASEAN and ASEAN+ as assigned by the leadership of the Ministry;

- Lead or participate in coordinating activities related to international economic integration within the framework of ASEAN and ASEAN+ as assigned by the leadership of the Ministry.

(3) Develop and synthesize the negotiation plan and organize the negotiation of international trade treaties as assigned by the Minister.

(4) Making periodic reports and ad hoc reports on assessments of economic integration, trade with the WTO, and ASEAN economic integration, and other international organizations in the fields of economy, trade, and industry.

(5) Perform other duties assigned by the Minister.
