Regarding this matter, LawNet would like to answer as follows: 

Position and functions of the Ministry of Science and Technology's electronic information portal in Vietnam

The portal is an integrated system of electronic administrative information, communication information, services, and applications of the Ministry of Science and Technology under a license issued by the authorized agency.

The portal includes the following functions:

- It serves as a channel for disseminating and promoting the Party's guidelines, the state's policies and laws in the fields of science, technology, and innovation; providing and exchanging information between the Ministry of Science and Technology and agencies, organizations, and individuals within and outside the industry.

- It manages and publishes official information of the Ministry of Science and Technology; integrates management and operational information of the Ministry of Science and Technology, or reproduces information from official sources of central agencies in order to serve management, direction, and operation.

- It connects and integrates with the Government's electronic information portal. It links the electronic information channels and multimedia information of the Ministry of Science and Technology with agencies, units, and organizations; it receives feedback and suggestions from agencies, units, organizations, and individuals on the Internet sent to the Ministry of Science and Technology.

Main contents of the Ministry of Science and Technology's electronic information portal in Vietnam

According to Article 4 of the Regulation issued together with Decision 400/QD-BKHCN in 2024, the main contents of the Ministry of Science and Technology's electronic information portal include:

- Introduction of the Ministry of Science and Technology with information sections: functions and tasks; leadership of the Ministry of Science and Technology; organizational structure; development process.

- Scientific and technological documents include: guiding and directing documents; legally required documents to be publicly available on the Portal/Electronic information page in Appendix I of the Information Provision Regulation of the Ministry of Science and Technology (Decision No. 1711/QD-BKHCN dated June 20, 2018 issued by the Minister of Science and Technology).

- Introduction of the strategy for science, technology, and innovation development; science and technology programs at all levels; programs and action plans of the Ministry of Science and Technology; information related to administrative reform and science and technology management; information on international cooperation in the fields of science, technology, and innovation.

- Information related to prominent scientific, technological, and innovative achievements; scientific, technological, and innovative activities of ministries, sectors, and localities nationwide; summarizing science and technology programs at all levels; work programs; and action plans of the Ministry of Science and Technology.

- News and events related to the main activities of the Ministry of Science and Technology; important issues in scientific, technological, and innovative activities.

- Organizing forums, exchanging information, and collecting opinions from organizations and individuals on issues of the Ministry and the industry.

- Introduction and provision of some online public service information, administrative procedures in the field of state management of the Ministry of Science and Technology.

- Other categories, special sections, and content as directed and planned by the leadership of the Ministry to be posted on the information portal.

- Foreign language information: Depending on the capacity and conditions, other selected information may be provided on the English version of the portal.

- Based on the actual situation and conditions, the editorial board will propose appropriate content and the nature of the information provided on the portal in accordance with the functions and tasks of the Ministry of Science and Technology in each stage.
