1. Lists of shared data from the National Public Service Portal in Vietnam 

According to Article 6 of the Regulation issued with Decision 31/2021/QD-TTg, the lists of shared data of the National Public Service Portal in Vietnam are connected and shared with the Public Service Portal, the ministerial and provincial electronic single-window information system, information systems, and databases serving administrative procedures, including:

- List of administrative procedures;

- List of online public services;

- List of agencies;

- List of administrative units;

- List of industries, fields;

- List of administrative procedure resolution results;

- List of accounts of state treasury units opened at commercial banks;

- List of financial obligation revenues to the state budget;

- List of commercial banks, organizations providing intermediary payment services;

- Other lists as required by the Prime Minister.

2. Principles of management, operation, and exploitation of the National Public Service Portal in Vietnam

The principles of management, operation, and exploitation of the National Public Service Portal in Vietnam, according to Article 4 of the Regulation issued with Decision 31/2021/QD-TTg, are as follows:

- The management, operation, and exploitation of the National Public Service Portal comply with the regulations of the law on administrative procedure control, implementing the single-window system, interlinked single-window system, electronic transactions, information security, state secret protection, and other related regulations, ensuring that the implementation of administrative procedures on the electronic environment, online public services are seamless, efficient, cost-effective, and secure.

- The organization of information on the National Public Service Portal is user-centered. The information provided on the National Public Service Portal ensures accuracy, clarity, continuous updating, and timely compliance with current regulations. The information is presented scientifically, is easily accessible to users, and can be accessed and exploited at any time.

- The National Public Service Portal is continuously and seamlessly connected to the Public Service Portal, the electronic single-window information system at the ministry and provincial levels, ensuring 24/7 operation.

- Participation in the management, operation, and exploitation of the National Public Service Portal must comply with the authorized responsibilities according to the current regulations.

- The exploitation and reuse of information from organizations and individuals in the implementation of administrative procedures and online public services are carried out in accordance with the regulations on information protection and personal data.

3. Rights and responsibilities of organizations and individuals when using services on the National Public Service Portal in Vietnam

The rights and responsibilities of organizations and individuals when using services on the National Public Service Portal, according to Article 8 of the Regulation issued with Decision 31/2021/QD-TTg, are as follows:

- Exploiting information, using the provided services on the National Public Service Portal in accordance with the level of security through authentication when logging in.

- Being responsible for the legal requirements of the declared information, registered accounts on the National Public Service Portal, using the National Public Service Portal for legitimate purposes, and all activities carried out with their accounts.

- Managing accounts, digital signatures, and keeping account information and passwords confidential. In case of lost passwords or unauthorized use of their accounts, promptly notifying the management agency and operation of the National Public Service Portal system.

- Being responsible for all contents submitted, registered, and provided by organizations and individuals when using services and utilities on the National Public Service Portal, and being responsible for other relevant parties in accordance with the law.

- Fulfilling the requirements of the agency providing online public services and paying fees (if any) as prescribed by law for each type of online public service.

- In the case of reusing information and content on the National Public Service Portal for publication in the media, complying with the regulations of the law.

- Sharing the information and data of organizations and individuals that are already on the system at the request of organizations and individuals to support the implementation of related administrative procedures and online public services, in compliance with the regulations on information provision.
