Note: Commodity coding (HS code) in this List is used according to the List of exported and imported goods of Vietnam.

2. Handling of scrap imported before June 1, 2023 in Vietnam

- Paper scrap with HS code 4707 90 00 is allowed to be imported from abroad under the component environmental permit (Certificate of eligibility for environmental protection in the import of scrap as raw production materials), which has been issued by a competent authority before the effective date of this decision. You may continue to import until the expiration of the component environmental permit.

- Plastic scraps and scraps with HS code 3915 90 00 are allowed to be imported from abroad under a component environmental permit or an environmental permit that has been issued by a competent authority before the effective date of this Decision. They may continue to be imported until the expiration of the environmental permit of ingredients or environmental permits according to the corresponding HS codes specified in Section 2.3 or Section 2.5 of the List of scrap permitted to be imported from abroad as raw production materials issued together with this Decision.

- The types of scrap permitted to be imported from abroad under the component environmental permit or the environmental permit granted by the competent authority before the effective date of this Decision have another name (but the HS code remains unchanged). Compared with this Decision, the import may continue until the expiration of the environmental license or the component environmental license.

Decision 13/2023/QD-TTg takes effect from June 1, 2023.
