On this matter, LawNet would like to answer as follows:

On January 11, 2024, the Prime Minister issued Decision 36/QD-TTg approving the plan for information and communication infrastructure development for the period of 2021–2030, with a vision towards 2050.

1. Viewpoints on the development of information and communication infrastructure for the period of 2021–2030, with a vision towards 2050 in Vietnam

- Information and communication infrastructure is a unified entity formed on the basis of the linkage between postal networks, digital infrastructure, information technology industrial infrastructure, national digital transformation platforms, network information security systems, cybersecurity, and creating a safe and reliable environment for the development of digital government, digital economy, and digital society.

- Information and communication infrastructure is the infrastructure for national digital transformation, opening up new development spaces for the economy and society, connecting development in the digital space with traditional physical development, and creating a favorable environment for innovation to enhance national competitiveness.

- Information and communication infrastructure is prioritized for development in the direction of "Make in Vietnam," using products and solutions made by Vietnamese people to ensure network information security, cybersecurity, and national sovereignty.

- Developing the digital platform as a new infrastructure to quickly and comprehensively implement essential social activities in the digital environment for all people.

- Information and communication infrastructure meets the requirements of establishing, transmitting, storing, processing, and sharing safe and reliable digital data, ensuring network information security and cybersecurity, and contributing to strengthening national defense and security.

- Data is a resource that drives economic and social development, creates new momentum, and enhances national competitiveness. Priority is given to the development of cloud computing resources, making Vietnam one of the regional data centers.

- Digital technology industry is a foundational industry that requires special policy mechanisms to promote development.

- Planning for information and communication infrastructure is synchronized with modern technology-oriented sharing and integration, integrating the national telecommunication infrastructure plan, rational inheritance of the invested and developed information and communication infrastructure, closely linking with physical economic and social infrastructure, and creating corresponding digital entities in the digital space.

2. List of priority investment projects in the field of information and communication in Vietnam

* Group of priority investment projects in information and communication infrastructure led by ministries, sectors, and localities (ministries, agencies under the government, provincial/municipal people's committees)
