1. Principle of coding units in Vietnam

Principles of Vietnamese administrative encryption specified in Decision 124/2004/QD-TTg are as follows:

Administrative unit code is a sequence of numbers specified for each unit according to the principle of uniformity, which is a unique identifier, unchanged and stable throughout the actual existence of an administrative unit. The issued code cannot be reissued to another administrative unit at the same level.

2. Code structure of administrative units in Vietnam

In Section 2 of Decision 124/2004/QD-TTg, the administrative unit code consists of 10 numbers, divided into 3 independent levels; each level has an opening code to grant a new code to the administrative unit when changing. Specifically:

- Provincial level is coded with 2 digits from 01 to 99;

- District level is coded with 3 digits from 001 to 999;

- The commune level is denoted by five digits ranging from 00001 to 99999.

3. Rules for arranging administrative units when coding in Vietnam

Administrative units are arranged in the order North - South, West - East, taking the boundary line as the starting point and combining it with the geographical area of each level as the basis for determination.

In the whole country, Hanoi is ranked first, and the remaining provinces and cities are ranked according to the above principle.

Within the province and district level, the administrative unit with the headquarters of the People's Committee is ranked first, and the remaining administrative units are ranked in the order of urban first, rural later, from North to South, from West to East.

4. Principles of coding and arranging administrative units when there is adjustment in Vietnam

4.1. Provincial level

- In case of separation of provinces:

+ The province where the People's Committee is located at the old location will not change the code, and the administrative unit of the district and commune level will not change the code.

+ Provinces with headquarters of the People's Committees located in new locations will be placed in appropriate positions and granted new codes. The codes of administrative units at district and commune levels in that province remain unchanged.

- In case of entering the province:

+ The consolidated province with the People's Committee's headquarters located in any province shall bear the code of that province, the code of the remaining province will be closed and not reissued to another administrative unit. The district and commune codes of the consolidated province remained unchanged.

4.2. District level

- In case of district separation:

+ The district where the People's Committee is located at the old location has the district and commune-level codes unchanged.

+ Districts with the People's Committee headquarters in the new location will be assigned to the appropriate province and given a new code.The code of the commune-level administrative unit of that district remains unchanged.

- In case of entering the district:

+ The consolidated district with the headquarters of the People's Committee located in any old district shall carry the code of that district; the code of the remaining district will be closed and not reissued to another administrative unit. The code of the commune-level administrative unit of the consolidated district remains unchanged.

- In the event that the district-level administrative unit moves to another province, the codes of the district- and commune-level administrative units will remain unchanged.

4.3. Commune level

- In the event of commune separation:

+ Communes with the headquarters of the People's Committee located at the old location shall bear the old code.

+ Communes with headquarters of the People's Committees located at new locations shall be placed in suitable positions and issued with new codes.

- In case of entering commune:

The consolidated commune where the People's Committee is located shall bear the code of that commune, the code of the remaining commune shall be closed and not reissued to another administrative unit.

- In the event that the commune-level administrative unit moves to another district, the code of that commune-level administrative unit remains unchanged.

4.4. Other cases

In the event that administrative units at all levels change their name, move from a rural to an urban area, or vice versa, the code will not change.
