Regional Import – Export Management Offices have the functions and tasks to assist the Agency of Foreign Trade in issuing certificates of origin (CIO) for exported goods, goods processing certificates, and certificates of export and import of goods in accordance with the law, as authorized by the Minister of Industry and Trade. Specific tasks of the Regional Import-Export Management Division shall be prescribed by the Director of the Agency of Foreign Trade; they may use the seal and open a separate account in accordance with the law for transactions.
Regional Import – Export Management Offices may continue to use the existing seal until the new seal engraving is completed and the relevant international organizations are notified to ensure stable import and export activities in accordance with international regulations and commitments.

Tasks and powers of Agency of Foreign Trade regarding import and export in Vietnam include:
- Submitting to the Minister for approval and promulgation legal documents stipulating and guiding the implementation of mechanisms and policies on the management of export and import activities, agents of purchase, sale, processing of goods with foreign countries, temporary import for re-export, temporary export for re-import, border-gate transfer, goods transit, and origin of goods has been issued by the competent authority;
- Submitting to the Minister for promulgation regulations and granting certificates of export and import of goods subject to conditions and conditions for rice export business; permits on quotas, quotas, quotas, tariff quotas, import permits, temporary import for re-export; transit of timber; transit of weapons, ammunition, explosives, and military equipment for security and defense purposes; permits for petroleum import and export business in accordance with law;
- Advising and assisting the Minister in managing export and import activities; proposing solutions to promote exports, manage imports, ensure a reasonable trade balance, and improve the quality and efficiency of goods import and export activities;
- Advising and assisting the Minister in managing the import-export activities of Vietnamese traders, foreign-invested enterprises, and foreign traders without a presence in Vietnam;
- Advising and assisting the Minister in negotiating and signing bilateral agreements on market opening, agreements on recognition of standards and regulations; participating in building technical barriers in trade in accordance with Vietnam's regulations and international economic integration roadmap; assisting the Minister in participating in and negotiating issues related to the export and import of goods and the origin of goods under United Nations resolutions, international treaties, and agreements to which Vietnam is a party or signatory;
- Professional guidance, procedures on the implementation of regulations on export and import activities, goods purchase, sale, processing agencies with foreign countries, temporary import for re-export, temporary export for re-import, border-gate transfer, goods transit, and origin of goods; implement the mechanisms of import and export activities of free trade zones, tax-suspension zones, and non-tariff zones in economic zones according to the provisions of law;
- Organizing the granting of all kinds of permits and certificates for the export and import of goods, and international trade in goods as authorized by the Minister and in accordance with law;
- Leading and participating with units of the Ministry of Finance on import and export tax policies, customs procedures on import and export of goods, policies on temporary import for re-export, temporary export for re-import, border-gate transfer, goods transit,
bonded warehouse, export credit insurance;
- Participating in import and export support activities: Market information, trade promotion, production investment for export of goods, cash balance, trade balance, labeling of goods, trademarks, and promotion of Vietnamese products and goods;
- Assuming the prime responsibility for, or joining with concerned ministries and branches in, border-gate clearance of goods for export, import, temporary import for re-export, temporary export for re-import, border-gate transfer, and goods in transit according to the provisions of law.
