The Ministry of National Defense has issued a href="https://lawnet.vn/vb/thong-tu-80-2021-tt-bqp-thoi-han-nguoi-co-quyen-han-khong-duoc-thanh-lap-hop-tac-xa-75798.html" class="green-text" target="_blank" >Circular 80/2021/TT-BQP dated July 8, 2021, which stipulates the List and periodic deadlines for changing working positions in agencies and units under the Ministry of National Defense of Vietnam.
Specifically, this Circular regulates the list of industry groups, work sectors, and periodic deadlines for changing work positions (titles) for officers, professional soldiers, and defense civil servants in the category of managers (hereinafter referred to as officers), and professional soldiers, defense workers, defense officers, and contract workers are not subject to staffing (hereinafter referred to as staff) in the Vietnam People's Army according to Section 4, Chapter II of the Anti-Corruption Law and Chapter V of Decree 59/2019/ND-CP as follows:
List of industry groups and industries that periodically change
Officials belong to industry groups and branches
- Advisory staff includes the following branches: military numbers, policies, equipment, military recruitment, training materials from division level and equivalent upwards, issuing all kinds of diplomas and certificates; enrolling students; and taking exams for academies and schools in the Army;
- Political officers include branches: human resources, training, recruitment, material management for party work, political work, emulation and rewards, policies, insurance from division level and equivalent upwards;
- Logistics officers include the following sectors: petroleum, military supplies, barracks, capital construction investment at division level and equivalent or higher;
- Military medical officers are responsible for the following tasks: issuing medical examination and treatment practice certificates from the Military Medical Department/TCHC. Health insurance payment; Supervise the supply of drugs, medicinal materials, and medical supplies to hospitals in the Army;
- Finance officer responsible for the following tasks: budget planning; managing regular expenditure budgets; investment budget management; research management regimes and policies; accounting; corporate financial management; price management; management of public assets and national reserves; Manage social insurance and health insurance at the regimental level and equivalent or higher;
- Technical staff includes the following branches: Management of technical materials at division level and equivalent or higher. Management and registration of all types of vehicles; vehicle registration; issuance, registration, and vehicle driving licenses for units under the Ministry of National Defense;
- Officials of inspection, audit, investigation, judgment enforcement, and border gates in various industry groups: Inspectors; auditors; investigators; scouts; police officers in the fields of economics, anti-corruption, anti-smuggling, trade fraud and counterfeit goods, anti-drug crimes, environmental crimes, and social order; civil judgment enforcement examiners belonging to the judgment enforcement management agency; border gate officers;
- Officials from industry groups, economics, planning, and investment fields undertake the following tasks: enterprise management; bidding and tender management; and appraisal of projects.
Employees belong to industry groups and sectors
- Storekeeper, statistician: military supplies, military medicine, gasoline, barracks, equipment at regimental level and equivalent or higher;
- Finance staff responsible for the following tasks: budget planning; managing regular expenditure budgets; investment budget management; research management regimes and policies; accounting; corporate financial management; price management; management of public assets and national reserves; Manage social insurance and health insurance at the regimental level and equivalent or higher;
- Professional staff at land border stations and port border gates. Wardens at prisons and detention camps.
Periodic conversion period
The period of periodic change of work position is 05 years (full 60 months) continuously for officers and employees of military units belonging to the list of industry groups and branches specified above.
Methods and forms of periodically changing work positions
Periodically changing working positions is carried out by the decision of the competent authority to transfer (or appoint) from one unit to another unit with the same industry group or professional field;
Periodically changing work positions is carried out by the decision or plan of the competent authority to assign and assign tasks from one department to another within the same unit, assign the task of monitoring the direction of one area or unit to monitoring the direction of the area of another unit, or assign to perform other tasks in the same industry group or professional field in the same unit.
