1. Latest Procedures for issuing electronic identification accounts for foreigners in Vietnam

Procedures for issuing electronic identification accounts for foreigners in Vietnam as per Article 11 of Decree 69/2024/ND-CP are as follows:

* Issuance of Level 01 electronic identification account

- Foreigners use their digital devices to download and install the National Identification Application;

- Foreigners use the National Identification Application to input information about their passport number or international travel document number and their registered email address or mobile phone number (if any); fill out the required information as instructed on the National Identification Application; capture their facial photograph via digital device and send the request for issuing an electronic identification account to the electronic identification and authentication management agency through the National Identification Application;

- The electronic identification and authentication management agency will notify the registration results of the account through the National Identification Application or the registered mobile phone number or email address;

- Representatives or guardians use their registered mobile phone numbers and their Level 02 electronic identification accounts to declare and apply for Level 01 electronic identification accounts for foreigners under 14 years old, wards, or representatives through the National Identification Application.

* Issuance of Level 02 electronic identification account

- Foreigners visit the immigration management agency of the Ministry of Public Security or the Provincial Public Security, presenting a passport or international travel document and complete the procedure for issuing a Level 02 electronic identification account;

- Foreigners provide all necessary and accurate information on the Application Form for issuing an electronic identification account according to form TK01 issued with Decree 69/2024/ND-CP; including the registered mobile phone number, email address of the citizen (if any), and other information requested to be integrated into the National Identification Application for the receiving officer;

- The receiving officer inputs the information provided by the foreigner into the electronic identification and authentication system; captures the foreigner's facial photograph and fingerprints to authenticate with the National Immigration Database;

- The immigration management agency sends the request for issuing an electronic identification account to the electronic identification and authentication management agency;

- The electronic identification and authentication management agency will notify the registration results of the account through the National Identification Application or the registered mobile phone number or email address;

- Foreigners under 14 years old, wards, or representatives, along with their representatives or guardians, go to the immigration management agency of the Ministry of Public Security or the Provincial Public Security to complete the procedure for issuing a Level 02 electronic identification account;

Representatives or guardians use their registered mobile phone numbers to declare and apply for Level 02 electronic identification accounts for foreigners from 06 to under 14 years old, wards, or representatives.

2. Time limit for issuing electronic identification accounts in Vietnam

According to Article 13 of Decree 69/2024/ND-CP, from the date of receiving a complete application as per the provisions of Decree 69/2024/ND-CP, the electronic identification and authentication management agency is responsible for processing the issuance of electronic identification accounts within the following timeframes:

- For Vietnamese citizens with an active citizen identification card:

+ No more than 01 working day for the issuance of a Level 01 electronic identification account;

+ No more than 03 working days for the issuance of a Level 02 electronic identification account.

- For Vietnamese citizens with an expired citizen identification card or no citizen identification card, no more than 07 working days.

- For foreigners:

+ No more than 01 working day for the issuance of a Level 01 electronic identification account;

+ No more than 03 working days for the issuance of a Level 02 electronic identification account if facial photograph and fingerprint data are available in the National Immigration Database;

+ No more than 07 working days for the issuance of a Level 02 electronic identification account if facial photograph and fingerprint data are not available in the National Immigration Database.

- For organizations:

+ No more than 03 working days if the necessary information for verification about the organization is available in the national database or specialized database;

+ No more than 15 working days if the necessary information for verification about the organization is not available in the national database or specialized database.
