(1) Implementation sequence:
The person requesting a certificate shall submit the application at the Vietnamese representative agency abroad where he or she resides at the time of submitting the application or at the State Committee for Overseas Vietnamese under the Ministry of Foreign Affairs.
Within 05 working days from the date of processing the application,
The agency accepting the application is responsible for reviewing and checking the information in the application with the documents presented by the requester and comparing it with the database and documents related to nationality. If there is sufficient basis to determine that the person is of Vietnamese origin, the agency handling the application shall record it in the book to issue a Certificate of Vietnamese origin; The head of the agency signs and issues a Certificate of Vietnamese origin according to the prescribed form to the requester.
If there is no basis to issue a Certificate of Vietnamese Origin, the application processing agency shall notify the requester in writing.
(2) Submission methods:
The requester directly submits the application or sends the application via the postal system to the Vietnamese representative agency abroad where he or she resides at the time of application submission, or the State Committee for Overseas Vietnamese under the Ministry of Foreign Affairs does not authorize others to submit the application.
In case the requester resides in a country or territory that does not have a representative agency, submit the application to the concurrent representative agency or representative agency that is most convenient.
Requesting a Certificate of Vietnamese Origin for a minor or a person with limited civil act capacity shall be made by the legal representative or guardian of that person.
(3) Components and quantity of documents:
The person requesting a Certificate of Vietnamese Origin must prepare 01 set of documents, including a declaration form (TP/QT-2020-TKXNNGVN), accompanied by 02 4x6 photos taken not more than 06 months ago and copies of the following documents:
- Documents about that person's identity, such as an ID card, a citizen identification card, residence documents, a temporary residence card, a laissez-passer, and documents valid for international travel or identification documents with a photo issued by a competent authority;
- Documents previously issued to prove that the person once had Vietnamese nationality or documents to prove that at birth that person had parents or grandparents who once had Vietnamese nationality.

+ Fee exemption for: people who have contributed to the revolution and the country; In cases where foreign affairs need to be taken advantage of or for humanitarian reasons, Vietnamese citizens are in particularly difficult circumstances or at risk.
+ Vietnamese people residing in China, Laos, Thailand, Cambodia, or countries experiencing war or dangerous life-threatening epidemics pay a fee equal to 20% of the prescribed fee.
