Latest preferential policy for people with meritorious services to the revolution in Vietnam

The Government has issued Decree 75/2021/ND-CP dated July 24, 2021 on the levels of benefits, allowances and preferential regimes for people with meritorious services to the revolution. In addition to regulating the levels of benefits and allowances, the Decree also specifically stipulates preferential regimes for people with meritorious services to the revolution. The article below will introduce preferential policies for people with meritorious services to the revolution according to current regulations in Vietnam.

Latest preferential policy for people with meritorious services to the revolution in Vietnam

(1) Preferential levels of benefits and allowances

Monthly allowances and preferential allowances for people with meritorious services to the revolution and relatives of people with meritorious services to the revolution are specified in Appendix I issued with Decree 75/2021.

Appendix I
 

Preferential monthly allowance levels for war invalids and policy beneficiaries such as war invalids are specified in Appendix II issued with Decree 75/2021.

Appendix II

The level of monthly preferential benefits for war invalids type B is specified in Appendix III issued with Decree 75/2021.

Appendix III


The level of one-time preferential benefits for people with meritorious services to the revolution and relatives of people with meritorious services to the revolution is specified in Appendix IV issued with Decree 75/2021.

(2) Health insurance regime

Pay health insurance in accordance with the law on health insurance for people with meritorious services to the revolution, relatives and servants of people with meritorious services to the revolution
according to the provisions of the Ordinance on Preferential treatment for people with meritorious services to the revolution.

(3) Health recovery nursing regime

- The spending level is 0.9 times the standard rate/person/time and is paid directly to the beneficiary (for home health nursing).

- Expenditure level is 1.8 times the standard rate/person/time (for centralized health nursing).

(4) Supporting assistive devices, orthopedic devices, and necessary rehabilitation equipment and facilities

The level of support for purchasing assistive devices, orthopedic devices, and necessary rehabilitation facilities and equipment is specified in Appendix V issued with Decree 75/2021.

Appendix V

 

Support for travel and meals for subjects when using assistive devices, orthopedic devices (once per year) or going for rehabilitation treatment as prescribed by a provincial hospital or higher. The support level is 5,000 VND/01 km/01 person calculated based on the distance from the place of residence to the nearest nursing facility qualified in technical expertise to provide orthopedic instruments,
but the maximum is 1,400,000 VND/person/year.

(5) Support for educational incentives at educational institutions under the national education system up to university level

- Subsidy rate for studying at a preschool education facility: 0.2 times the standard rate/1 subject/1 year.

- Subsidy rate for studying at general education establishments, continuing education institutions, university preparatory schools, gifted schools, schools for the disabled: 0.4 times the standard rate/1 subject/ 01 year.

- Subsidy rate for studying at boarding schools for ethnic minorities, vocational education, and university education: 0.4 times the standard rate/1 subject/1 year.

(6) Support for visiting martyrs' graves

- Support for travel and meals for martyrs' relatives (maximum 03 people) or martyrs' worshipers once a year when visiting a martyr.

- The level of travel and food allowance is calculated based on the distance from the place of residence to the place where the martyr's grave is located: 3,000 VND/01 km/01 person.

(7) Support in moving martyrs' remains

- Martyrs' relatives, people authorized by martyrs' relatives, and martyrs' worshipers receive one-time financial support when moving martyrs' remains:

+ The level of support for the burial of martyrs' remains is 4,000,000 VND/01 martyrs' remains;

+ Travel and food allowance (maximum 03 people) is calculated based on the distance from the place of residence to the place where the martyr's grave is located: 3,000 VND/01 km/01 person.

- Relatives of martyrs or martyrs' worshipers who do not wish to bury the remains of martyrs in martyrs' cemeteries will receive a one-time financial support to build martyrs' graves. Support level is 10 million VND/1 grave.

(8) Support for martyrs' graves and martyrs' memorial works

- Support for new construction of martyrs' graves, including stele with names of martyrs: maximum 10 million VND/01 grave (not associated with cemetery construction or upgrading projects)

- Support for renovating, upgrading and repairing martyrs' graves, including martyrs' inscriptions: maximum 70% of the new construction level.

- Support renovating, upgrading, repairing and maintaining martyrs' cemeteries according to projects or technical and economic reports approved by competent authorities.

(9) Identifying the remains of martyrs

Follow Article 12 of Decree 75/2021/ND-CP, for example:

- Sampling remains of martyrs with missing information:

+ Excavation, removal, repair of grave shells after taking samples of martyrs' remains, cost: 1,000,000 VND/1 grave;

+ Rent backdrops and tarpaulins; purchasing sampling tools, gloves, alcohol, alcohol, supplies and other costs; actual payment;

+ Sampling martyrs' remains: cost 50,000 VND/sample.

- Taking biological samples from relatives of martyrs who lack information: support for those eligible to take biological samples: support level of 500,000 VND/person.

- Preserving samples of martyrs' remains and biological samples of martyrs' relatives lacking information in raw form while waiting for DNA testing at DNA testing facilities: Cost of 500 VND/01 sample/01 day...

(10) Other preferential regimes

Follow Article 13 of Decree 75/2021, for example:

- Funeral allowance: payment level according to the provisions of the social insurance law on funeral allowance.

- Martyr worship allowance: 1,400,000 VND/1 martyr/01 year.

- Spending money on extra meals on holidays for war invalids, sick soldiers, and policy beneficiaries such as war invalids and category B war invalids with a physical injury rate of 81% or more: Expenditure: 200,000 VND/person/day; the number of days paid for extra meals is public holidays according to the provisions of the Labor Code, July 27 and December 22 every year.

Note:

- The standard preferential allowance for people with meritorious contributions to the revolution is 1,624,000 VND.

- The regimes in (1), (2), and (9) apply as of July 1, 2021.

- The remaining regimes apply as of January 1, 2022.
