Key leadership positions and senior leaders of the Communist Party, the State, and the Vietnam Fatherland Front

Conclusion 35-KL/TW of 2022 regarding the list of positions, leadership roles, and equivalents in the political system from the Central to local levels issued by the Central Executive Committee.

The leadership roles within the political system have been established, supplemented, and developed through various phases; fundamentally ensuring stability and meeting the staffing requirements of the Communist Party.

However, due to the absence of comprehensive, synchronized regulations on positions, titles, and equivalents within the political system, the organizational structure remains bulky with multiple tiers. As a result, utilizing equivalent positions for the arrangement and placement of personnel and implementation of personnel policies encounters numerous challenges... Therefore, it is necessary to review and organize the titles, positions, and equivalents of the political system from the Central to local levels to ensure the unified leadership of the Communist Party over personnel work and management of the cadre force to meet the requirements and missions of the new phase, aiming to effectively implement Resolution 18-NQ/TW, Resolution 26-NQ/TW, Resolution 27-NQ/TW of the 12th Central Committee and the 13th National Congress of the Communist Party.

The issuance of the list comprises three groups: (1) Core leadership titles and senior leadership of the Communist Party, State, and Vietnam Fatherland Front. (2) Titles managed by the Politburo and Secretariat. (3) Framework positions managed by party committees, party organizations, and leadership agencies.

Within Group I (Key leadership and senior leadership titles of the Communist Party and State), it includes:

Party committees, party organizations, agencies, and units affiliated with the Central Level shall thoroughly grasp and implement the Politburo’s Conclusion; continue responsibilities for reviewing and organizing titles, positions in accordance with the management level ensuring synchronization, harmony with the list issued by the Politburo, ensuring organizational continuity and stability, only adjusting positions truly unreasonable or not arranged; if one person holds multiple positions, the highest position should be considered the leadership title.

The Central Military Commission, the Communist Party’s Central Public Security Committee develops a Scheme for the list of leadership, management, and command positions in the People’s Army and People’s Public Security, ensuring alignment with the requirements and missions of the military and police; synchronized and unified with leadership and equivalent positions in the political system; the Central Organizing Committee shall cooperate with related agencies to appraise, present to the Politburo for consideration and decision.

The Communist Party delegation to the National Assembly, the Party Committee of the Government of Vietnam, and related agencies shall develop and complete the legal and policy system regarding work positions, the number of titles, positions for cadres, and the salary table in synchronization with the List of leadership titles, positions, and equivalents in the political system issued by the Politburo.
