Up until now, besides the working regime for businesses, the state sector has always been the top priority. However, for many reasons, a portion of Vietnamese citizens cannot complete the entire general education system. So can these individuals participate in the public employee recruitment exam to have a stable career?
Is it possible to apply for the public employees recruitment exam without a high school diploma in Vietnam? (Internet image)
Pursuant to Article 22 of the Law on Public Employees 2010, there are regulations on conditions for recruiting public employees who must fully meet the following criteria:
1. Bearing Vietnamese citizenship and residing in Vietnam:
2. Reaching full 18 years of age. For a number of areas of cultural activity, arts. physical training and spoils, the age eligible for recruitment may be lower as provided by law with written consent of at-law representatives:
3. Filing an application for recruitment:
4. Having a clear personal background;
5. Possessing diplomas, training certificates or practice certificates or aptitude and skills relevant to the working position for which he/she applies:
6. Being physically fit for work or tasks;
7. Meeting other conditions required by the working position for which he/she applies and determined by the public non-business unit, which must not be contrary to law.
Thus, candidates must have a diploma or training certificate appropriate to the job position they intend to apply for.
This is guided by Article 2 of Circular 15/2012/TT-BNV as follows:
“Article 2. Application for registration for public employee recruitment
…
3. Copies of degrees, certificate and study outcome as request of the vacancy certified by a competent authority. The degrees issued by foreign training institutions must be translated into Vietnamese by a notary;
Therefore, when applying for civil servant recruitment, the required qualifications will depend on the requirements of the unit and in accordance with the position to be filled.
However, at the present time, recruitment agencies often require intermediate degrees or higher to match the standards of civil servant job titles.
For example:
- Standards for the title of Primary Nurse require intermediate or higher graduation in nursing as specified in Point a, Clause 2, Article 6 of Joint Circular 26/2015/TTLT-BYT-BNV;
- Standards for the position of Librarian require intermediate or college graduation in library or other related fields specified in Point a, Clause 2, Article 6 of Joint Circular 02/2015/TTLT-BVHTTDL-BNV.
So, according to current educational training regulations, are civil servant exam candidates required to have a high school diploma before an intermediate diploma? To answer this issue, refer to Circular 05/2017/TT-BLDTBXH on regulations on admission to intermediate level with the following provisions:
“Article 3. Time, subjects, and forms of enrollment
1. Admissions are conducted one or more times a year.
2. Enrollment subjects:
a) For intermediate level: students have graduated from junior high school (abbreviated as junior high school) and equivalent or higher;”
Thus, depending on each vacancy and training requirements, it will be considered whether candidates must have a high school diploma or not.
Regarding the form, content, and time of the civil servant recruitment exam
This issue is adjusted in Article 9 of Decree 115/2020/ND-CP regulating the recruitment, use, and management of public employees. The summary of the process is as follows:
Round 1: General knowledge test using a computer-based multiple-choice test.
- The exam content includes 3 parts, and the exam time is as follows:
+ Part I: General knowledge, 60 questions about understanding public employee law, the Party's policies and guidelines, and policies and laws in the recruitment industry and field. Exam time: 60 minutes;
+ Part II: Foreign Language, 30 questions according to job position requirements. Exam time: 30 minutes;
+ Part III: Informatics, 30 questions according to job position requirements. Exam time is 30 minutes.
For the foreign language and information technology exams, candidates can be exempted if they have appropriate certificates according to the provisions of the law.
- Conditions for passing round 1: if you answer more than 50% of the questions correctly in each section, the candidate can continue to round 2.
Round 2: Professional exam in one of three forms: interview, practice, or written exam.
- Exam content: Test candidates' knowledge and professional skills according to the requirements of the job position to be filled.
- Exam time: 30 minutes of interviewing; the written exam is 180 minutes unless the exam organizer has other regulations.
- Score scale: 100 points
Determine who passes the civil servant exam
Successful candidates must ensure that they meet all 02 conditions specified in Article 10 of Decree 115/2020/ND-CP:
1. If there are results, round 2 will be out of 50 points;
2. Have round 2 scores plus higher priority points (if any) taken in order of scores from high to low in the recruitment criteria for each job position.
