1. Titles of public employees specializing in crop production and plant protection

According to Article 2 of Joint Circular 36/2015/TTLT-BNNPTNT-BNV, positions of public employees specializing in crop production and plant protection include:

- Plant protection position:

+ Plant protection officer class II - Code: V.03.01.01

+ Plant protection officer class III - Code: V.03.01.02

+ Plant protection technician class IV - Code: V.03.01.03

- Position of plant protection drug inspector:

+ Inspection of class II plant protection pills - Code: V.03.02.04

+ Inspection of class III plant protection pills - Code: V.03.02.05

+ Class IV pesticide inspection technician - Code: V.03.02.06

- Plant testing position:

+ Plant inspector class II - Code: V.03.03.07

+ Plant inspector class III - Code: V.03.03.08

+ Plant testing technician class IV - Code V.03.03.09

2. Instructions on salary ranking for public employees specializing in crop production and plant protection in Vietnam

(1) Occupational titles specialized in crop production and plant protection are subject to the Professional and Professional Salary Table for public employees and employees in state service units (Table 3) issued together with Decree 204/2004/ND-CP as follows:

-Occupational titles of class II plant protection officer, class II plant protection pill assessor, and class II plant tester are subject to the salary coefficient of type A2, group A2.2 (from salary coefficient 4.00 to salary coefficient 6.38);

- Occupational titles of class III plant protection officer, class III plant protection pill assessor, and class III plant tester are subject to the salary coefficient of class A1 civil servants (from salary coefficient 2.34 to salary coefficient 4.98);

- Occupational titles of class IV plant protection technician, class IV pesticide assessment technician, and class IV plant testing technician are subject to the salary coefficient of class B civil servants (from salary coefficient 1.86 to salary coefficient 4.06).

(2) Salary ranking upon completion of probation and appointment to the recruited professional position

After the probationary period expires according to regulations, the competent authority managing the public employee decides to appoint the professional title, and the salary level of the appointed professional title will be as follows:

- In case of having a doctoral degree specializing in crop production and plant protection, the professional title of plant protection officer will be ranked level 3, coefficient 3.00 (code V.03.01.02), pesticide class III inspector (code V.03.02.05), class III crop inspector (code V.03.03.08);

- In case of having a specialized master's degree in crop production and plant protection, they will be ranked level 2, coefficient 2.67 of the professional title plant protection officer class III (code V.03.01.02), pesticide class III inspector (code V.03.02.05), class III crop inspector (code V.03.03.08);

- In case of a college degree specializing in crop production and plant protection, they will be ranked level 2, coefficient 2.06 of the professional title plant protection technician level IV (code V.03.01.03), pesticide inspection technician class IV (code V.03.02.06), crop testing technician class IV (code V.03.03.09).

(3) Salary classification into professional positions of public employees according to the provisions of Clause 1 of this Article for public employees who have been classified into the salary ranks of cultivation and plant protection specified in Decision 417/TCCP-VC dated May 29, 1993 of the Minister, Head of the Government Organization and Personnel Committee on promulgating professional standards for civil servant ranks in the agriculture-food industry, Decision 78/2004/QD-BNV promulgating the list of civil servant and public employee ranks, and Decree 204/2004/ND-CP are implemented as follows:

- In case an officer is eligible for appointment to a professional position in crop production and plant protection with a salary coefficient equal to the old rank, the salary level and percentage of seniority allowance exceeding the frame (if any) will be ranked equally currently enjoying the old rank (including calculating the time to consider raising the next salary level or considering receiving extra seniority allowance if any in the old rank) to the newly appointed professional title.

- In the case of an employee with a college degree majoring in crop production and plant protection, when recruited, his salary is ranked as an A0 public employee according to the provisions of Decree 204/2004/ND-CP, now appointed to the professional title plant protection technician class IV (code V.03.01.03); Class IV pesticide inspection technician (code V.03.02.06); Grade IV crop testing technician (code V.03.03.09) the salary level ranking in the professional titles of class IV plant protection technician, class IV pesticide assessment technician, class IV crop testing technician, shall be based on the working time with compulsory social insurance payment according to the salary scale and salary table prescribed by the State (except for the probationary period) as follows:

Calculated from level 2 of the professional title of class IV plant protection technician, class IV pesticide assessment technician, and class IV crop testing technician, after every 2 years (full 24 months), you will be promoted to the 01 salary level (if there is a break in time without social insurance benefits, it will be accumulated). If there is a year during the working period of not completing assigned tasks or being disciplined, it will be extended according to the regular salary increase regime.

After transferring salary to the professional titles of class IV plant protection technician, class IV pesticide assessment technician, and class IV crop testing technician mentioned above, if the salary coefficient is ranked in the professional title of class IV plant protection technician, class IV pesticide assessment technician, class IV crop testing technician, plus if the extra seniority allowance (if any) is lower than the salary coefficient in the old rank, the difference coefficient will be reserved equal to the salary coefficient (including the extra seniority allowance, if any). currently enjoying the old rank. This reserved difference coefficient is enjoyed throughout the time the salary ranking officer holds the professional titles of class IV plant protection technician, class IV plant protection drug inspection technician, and class IV crop testing technician. After that, if the officer is promoted to his/her professional title, this reserved difference coefficient will be added to the salary coefficient (including extra seniority allowance, if any) he or she is receiving to assign salary to the appointed position when promoting the professional title and stop enjoying the reserved difference coefficient from the date of salary in the new professional title.

(4) Professional title promotion for public employees specializing in crop production and plant protection is carried out after being appointed to the professional title by a competent authority for crop production and plant protection officers specified in Joint Circular 36/2015/TTLT-BNNPTNT-BNV and salary grading according to the instructions in Clause 1, Section II, Circular 02/2007/TT-BNV guiding salary rankings when promoting, transferring, and changing types of civil servants and public employees.
