* Content of inspection and verification:

- For those joining the Party: clarify issues of political history and current politics; on compliance with the Party's guidelines, policies, and State laws; about political qualities, ethics, and lifestyle.

- For relatives: clarify issues about political history and current politics; compliance with the Party's guidelines, guidelines and policies, and the State's laws.

* Verification and verification methods:

- If the person joining the Party has one of the following cases and is currently a Party member: If the person's biological father, mother, brother, sister, biological child, and the person joining the Party have fully, clearly, and truthfully declared themselves according to regulations, they are not required to be examined or verified.

If the spouse of the person joining the Party is a Party member or has one of the following cases and is a Party member:  If the person's biological father, mother, brother, sister, or younger sibling have been fully, clearly, and truthfully declared in the résumé of the person joining the Party, they do not have to examine or verify the spouse's side.

- The background check of a person joining the Party in the armed forces is compared with the background that that person declared when joining the army or when being recruited. If there is any unclear content, an investigation and verification must be conducted to clarify.

- For people who join the Party are abroad, compare with that person's resume managed by a competent authority in the country or get confirmation from the grassroots party committee of that person's hometown, place of residence, or place of work in the country.

- Relatives of the person joining the Party are abroad, the Party Committee where the person joined the Party will send a document clearly stating the content of the request to the Party Committee or Vietnamese representative agency abroad (through the Party Committee abroad) to get confirmation; In case of political uncertainty, go to the security agency responsible for managing and monitoring that organization for verification.

- People who join the Party and relatives of people who join the Party are working at foreign representative agencies, non-governmental organizations, and 100% foreign-owned enterprises in Vietnam; representatives of grassroots party committees who come to the workplace and security agencies are responsible for managing and monitoring those organizations to verify political-related issues of these people.

* Responsibilities of party committees and party members:

- Responsibilities of party cells and grassroots party committees where people join the Party:

+ Check and stamp adjacent pages of the person joining the Party's resume (the branch party committee has not yet commented and the grassroots party committee has not certified, signed, or stamped the resume).

+ Send an official dispatch requesting verification and background information on the applicant to join the Party to the grassroots party committee or responsible agency for verification; In case of necessity, the party cell will send party members to investigate. Party members undergoing verification are responsible for reporting to the Party Committee the assigned contents in writing and are responsible to the Party for that content.

+ Summarize the results of the verification, record the content of the certification, sign and stamp the resume of the person joining the Party.

- Responsibilities of grassroots party committees and agencies where background confirmation is requested:

+ Directing the Party Committee or Party Secretary (where there is no Party Committee) and relevant affiliated agencies to confirm the applicant's profile in the Party.

+ Local Party Committee of the destination to verify: evaluate and record whether the necessary content of the Party applicant's resume requested by the Party Committee where the Party applicant is located is correct, incorrect, or insufficient with the content the Party applicant has declared in the Party's resume; The collective party committee or the standing committee of the party committee agrees on the content recorded in the section "Comments of party committees and party organizations..." at the end of the "Resume of the person applying to join the Party". The person on behalf of the Party Committee confirms, signs, clearly states the position, stamps the resume, and sends it to the requested grassroots Party Committee; If sent by official dispatch, do not delay more than 30 working days (domestic) or 90 working days (overseas) from the date of receipt of the official dispatch requesting a background check.

+ The collective leadership of the organizing committee at the immediate superior level of the party's grassroots organization, where the background check is required, agrees on the content before confirming the profile of the applicant to join the Party.

* Funding for background checks of people joining the Party at agencies and units that benefit from the state budget, state-owned enterprises, and fees for sending verification dispatches and per diems for party members to be examined is paid according to current regulations of the Party and State; In other units, if there are difficulties in funding, the immediate superior party committee of the grassroots party organization will provide funding.

2. Instructions for organizing the party member admission ceremony in Vietnam

Instructions for organizing the party member admission ceremony according to Instruction 01-HD/TW in 2021 are as follows:

- The party member admission ceremony must be held solemnly; proceed to admit each person one by one (if two or more people are admitted in the same ceremony).
