In 2020, citizens have the right to inquire about the recruitment information of the People's Public Security Forces

This is one of the prominent contents added in the Draft Circular regulating the recruitment of People's Public Security, which is currently open for public comments.

To ensure democracy in the admission process, the Ministry of Public Security allows cadres, soldiers of the People's Public Security and citizens to inquire and understand information related to the People's Public Security admission process, and to file complaints and denunciations upon detecting violations.

To be specific, according to Clause 2, Article 4 of the Draft Circular on the implementation of democracy in the admission process:

2. Cadres, soldiers of the People's Public Security and citizens have the right to inquire and understand information related to the People's Public Security admission process; have the right to file complaints and denunciations upon detecting violations in the admission process and receive responses about issues related to the admission process as per the regulations of the State and the Ministry of Public Security (excluding information classified as state secrets).

Therefore, if this Draft Circular is approved, citizens will have the right to contact the units and local police departments assigned with admission duties to inquire and understand information related to the People's Public Security admission process.

Additionally, this Draft Circular clearly defines the responsibilities of units and local police departments assigned with admission duties to publicly inform cadres, soldiers of the People's Public Security, and students about the admission guidelines and regulations of the Ministry of Public Security; and organize reception and preliminary selections.

This Draft Circular also specifies that in the organization of preliminary selections, testing, and admissions, units and local police departments assigned with admission duties must ensure the correct subjects, conditions, procedures, and timelines; ensuring democracy, objectivity, transparency, and openness according to the rules and regulations.

It can be seen, the regulation allowing citizens to inquire about information regarding the People's Public Security admission process is a new addition in the Draft compared to Circular 15/2016/TT-BCA. This addition will certainly facilitate those who wish to contribute to the People's Public Security to access admission information more easily.
