Regarding this issue, LawNet responded as follows:

1. What are security measures?

According to Clause 3, Article 3 of the Law on Security Guard 2017, security measures are methods and ways in which the Guard forces are applied to prevent, detect, and stop human behavior and other factors that infringe upon the safety of the objects of the Guard.

Specifically, the Security Guard Force is a specialized force for national security protection under the Ministry of Public Security and the Ministry of National Defense that has the function of performing guard work to ensure absolute safety for the guards. 

(Article 4 of the Law on Security Guard 2017)

2. Important areas in Vietnam need to be guarded

Specifically, in Clause 3, Article 10 of the Law on Security Guard 2017, key areas in Vietnam include:

(i) Working area of the Party Central Committee;

(ii) Working area of the President;

(iii) Working area of the National Assembly;

(iv) Government work area;

(v) Ho Chi Minh Mausoleum; Ho chi minh museum; Relics of the Presidential Palace; Ba Dinh square; Monument to Heroes and Martyrs at Bac Son Street, Ba Dinh District, Hanoi City;

(vi) The Minister of Public Security shall prescribe the scope of security for key areas at (i), (ii), (iii), (iv), (v).

3. Security measures for key areas in Vietnam

Key areas in Vietnam are allowed to carry out the following security measures:

(1) For working areas of the Central Committee of the Party, the President, the National Assembly, and the Government, the following security measures may be applied:

- Regular patrolling and guarding;

- Check and control people, objects, and vehicles entering and exiting the area;

- Check security and safety in case of necessity;

- Other professional measures as prescribed by the National Security Law and the People's Public Security Law.

(2) For Ho Chi Minh Mausoleum, Ho Chi Minh Museum, Relics of Presidential Palace, Ba Dinh Square and Monuments of Heroes and Martyrs at Bac Son Street, Ba Dinh District, Hanoi City, the following security measures are applied:

- Regular patrolling and guarding;

- Checking security and safety in case of necessity;

- Other professional measures as prescribed by the National Security Law and the People's Public Security Law.

(Article 13 of the Law on Security Guard 2017)

4. Tasks of the Security Guards in Vietnam

According to Article 18 of the Law on Security Guard 2017, Security Guard forces are responsible for performing the following tasks:

- The Police Force of the Ministry of Public Security has the following tasks:

+ Assuming the prime responsibility for, and coordinating with relevant agencies and units in, ensuring absolute safety for the guards in all situations;

+ Actively collecting information, analyzing, evaluating, and forecasting the situation related to ensuring absolute safety for the objects of the guard;

+ Advising and proposing to the Minister of Public Security to promulgate documents to perform the security work; organizing the coordination and synergies in the implementation of protection plans and plans;

+ Guiding relevant forces to carry out guard work;

+ Researching and applying science and technology to guard work;

+ Implementing international cooperation on security work.

- The Guards of the Ministry of National Defense have the following tasks:

+ Ensuring absolute safety for the objects of guard duty in charge of the Army in all situations;

+ Actively collecting information, analyzing, evaluating, and forecasting the situation related to ensuring absolute safety for the objects of the guard;

+ Advising and proposing to the Minister of National Defense on guard work in the Army; assume the prime responsibility for, and coordinate with relevant units in, implementing plans and plans to ensure absolute safety for guard objects when visiting and working in areas managed by the Army;

+ Coordinating with the Guards of the Ministry of Public Security and related forces to ensure absolute safety for the objects of the guard under the responsibility of the Army.
