Regarding this issue, LawNet would like to answer as follows:
According to Article 7 of Circular 30/2023/TT-BGDĐT, which regulates human resources for online education deployment in higher education, the following are specified:
- Human resources for online education deployment include: instructors, administrative staff, the system operation team, the instructional design and production team, and the advisory and educational support team.
- Instructors must have online teaching skills such as: managing, guiding, instructing, and answering questions from learners through online teaching methods; proficiently using online learning management systems and information technology tools for online education.
- The system operation team for online education deployment must have a good understanding of information technology systems related to online education of the educational institution; they should be instructed and transferred technology to manage and operate the information technology system to ensure stable and secure operations.
- The instructional design and production team must have a good understanding of the design process and production process for instructional materials; and be proficient in using tools to organize the design and construction of instructional materials for online education.
- The advisory and educational support teams must have a good understanding of online education activities, provide guidance to learners on how to participate and use information technology applications before organizing online training courses, and monitor the learning progress of learners.
Based on Article 5 of Circular 30/2023/TT-BGDĐT, the requirements for an online education software system for higher education are as follows:
Institutions can use the following software, either individually or in combination:
(1) Synchronous online education organization software with the following minimum functions:
- Assist instructors in organizing synchronous online training activities; provide guidance and assign learning tasks to all learners participating in the same online learning space through visual, audio, and text channels; and deliver training materials to learners.
- Help learners participate in synchronous online training activities; interact and exchange real-time information with instructors and other learners in the same online learning space.
(2) Asynchronous online education organization software with the following minimum functions:
- Assist instructors in planning asynchronous online training, delivering learning materials to learners, assigning learning tasks, and assessing the learning outcomes of learners; monitor and support learners in exploring learning content; provide advice, support, answer questions, and address concerns of learners.
- Allow learners to access and explore learning content; perform learning activities and assessments according to the requirements of instructors; and ask and answer questions with instructors and other learners in the same learning space.
- Allow educational institutions to manage learners' profiles, learning progress, learning outcomes, and teaching activities of instructors; record the learning process of each learner in an honest and accurate manner; and support the management of other information as required by the educational institution and education management agencies.
(3) Online learning content management software includes functions of asynchronous online education organization software (as specified in point 2) and functions that allow instructors to design learning content and online instructional materials.
(4) Massive Open Online Course (MOOC) software includes functions of asynchronous online education organization software (as specified in point 2) and functions that provide diverse content and forms of organizing online courses; it is applied for online education on a large scale in terms of learners, instructors, and educational institutions.
