Compared to the current regulations, the Draft has changed some conditions for applying to regular university programs in the People's Police sector. One notable change in the Draft is the specification of a maximum height requirement for applicants.

To be specific, candidates must have a height from 164cm to 195cm for males, and from 158cm to 180cm for females. Thus, according to the above regulation, males taller than 195cm and females taller than 180cm will not be eligible to apply for the university program in the People's Police sector. This is different from the current regulation, which only requires males to be 1.64m tall or more and females to be 1.58m tall or more to be eligible for the application. (Point d, Clause 2, Article 6 of Circular 15/2016/TT-BCA).

Another noteworthy change is that the Draft Circular on admission in the People's Police sector does not impose weight conditions for applicants as stated in Circular 15/2016/TT-BCA (males over 48kg, females over 45kg). Instead, the Body Mass Index (BMI) will be measured, which is calculated by dividing weight (kilograms) by the square of height (meters) and must range from 18.5 to 30.

The Draft also allows candidates with refractive errors myopia or hyperopia not exceeding 3 diopters to register for application, with eyesight through glasses having to reach 10/10, and a combined total eyesight of both eyes reaching at least 19/10.

In addition to changes in health conditions, the Draft also modifies the educational qualification requirements as follows:

- For applicants who have graduated from high school, they must have at least average academic performance with a score average of 6.5 per subject in the group of subjects considered for admission to the People's Police schools;- For Police Officers, Obligatory Police Soldiers in the People's Police, and demobilized citizens, the average score in the group of subjects considered for admission must be at least 6.5.
