The content mentioned in Circular 42/2022/TT-BCA regulating the work of reformatory school teachers is issued by the Minister of Public Security.

The following acts of the homeroom teacher are prohibitted:

- Borrowing, begging, buying, selling, or exchanging money and objects of students in any form; receiving a material benefit or a non-material benefit from the student or the student's next of kin.

- Contacting and meeting students' relatives for self-seeking purposes. In the case of contact with the student's relatives to coordinate in managing and educating the student, the consent of the principal of the reformatory must be obtained, and the contact must be made at the visiting house or the citizen reception room of the reformatory.

- For students to use illegal means of communication, to allow students to possess and use prohibited objects.

- Having words or acts that infringe on life, health, honor, dignity, or discriminate against students in contravention of regulations.

- Falsifying records and documents related to students.

Thus, the law does not allow reformatory school teachers to borrow money from students.

Standards of the Homeroom of reform schools School

- Satisfying the title criteria of officers and non-commissioned officers of the People's Public Security as prescribed by the Minister of Public Security.

- Competent, professional management, education, labor organization, and vocational training for students.

Powers of homeroom teachers of reform schools in Vietnam

According to Circular 42/2022/TT-BCA, the powers of homeroom teachers of reform schools are as follows:

1. Homeroom teachers, while on duty, may apply professional measures as prescribed by law and the Ministry of Public Security to manage and educate students.

2. Once a year, organize a Student Congress, select and introduce students to the Team or Team under their charge to elect to the Student Self-Management Board; propose to remove members of the Self-Administration Committee of the Student Team or Team when the student violates the reform school rules, is unable to complete the task, or for other legitimate reasons; and make a proposal report to the relevant Professional Team and submit it to the Rector for decision on recognition of the Self-Management Board once a year or in case of necessity.

3. Coordinate with relevant professional teams to detect and prevent violations of the law and regulations of the reformatory; censor letters and gifts when students receive and send them.

4. Coordinating with professional teams to propose or participate in meetings to consider, recommend rewards, discipline, reduce deadlines, and temporarily suspend or exempt from execution for the remaining time of the decision on the application of administrative handling measures sent to reformatories for students under his/her charge.

Reporting mode of the reformatory homeroom teacher

Every week (except for unexpected cases), the homeroom teacher must comment on the situation, update information about the results of work and study for the group, team, and individual students in the group or team under his/her charge. and report to Team team commander.

In the event of an incident that is beyond the competence of the Team commander, the Team commander is responsible for reporting it to the Principal.

Every month, quarter, 6 months, and 1 year, the homeroom teacher must write a report on the results of student management and education to send to the team leader. The Team Leader is responsible for summarizing and reporting to the Principal.
