Ho Chi Minh City: Documents and clothes to bring when going out

On July 28, 2021, the People's Committee of Ho Chi Minh City issued Dispatch 2522/UBND-VX on controlling movement during the implementation of social distancing in the spirit of Directive 16/CT-TTgof the Prime Minister of Vietnam, elaborating on documents and clothes people need to bring when going out.

The official dispatch clearly states that in order to control movement during the implementation of social distancing throughout the city in the spirit of Directive 16/CT-TTg, the City People's Committee has decided to direct those who are allowed to circulate on the road to have the following identification documents and clothing:

1. For the force of cadres, civil servants, public employees, and employees working at state agencies, units, political organizations, and socio-political organizations in the city:

- For cadres, civil servants, public employees, and employees working in state agencies and units: wear cadre cards, civil servants, public employees, and employees of agencies and units ( collectively referred to as civil servant cards), industry cards, or wear industry uniforms; carry a written certification or assignment of work of the agency or unit during the movement between the headquarters of the agency, the unit, and the place of residence to serve the inspection of the functional forces.

- For cadres, civil servants, public employees, and employees working at political organizations or socio-political organizations: wear a civil servant card or use a working card (specify full name, unit, etc.), work, and address of residence (bordering the photo with the card); carry a written certification or assignment of work of the agency or unit during the movement between the headquarters of the agency, the unit, and the place of residence to serve the inspection of the functional forces.

- For cadres, civil servants, public employees, and employees who go to work by personal car, they must have a work certificate (blue for people on professional duty of agencies and units and red for forces working on/supporting epidemic prevention and control; size 20cm x 20cm) issued by the agency or unit (specify full name, working unit, location, etc.) indicating the place of residence, with the hanging stamp of the agency or unit), affixed to the front glass of the vehicle to serve the inspection of the competent forces.

2. For forces engaged in epidemic prevention and control, the forces are coordinated to support and serve at the request of functional agencies and local authorities (including forces to organize and serve vaccinations and vaccines): use the work card/certificate of epidemic prevention and control (red) issued by the agency or unit to facilitate the inspection of the functional forces.

3. For people going to get vaccination

In addition to the injection invitation or phone message, the People's Committee of Thu Duc city and districts will issue identification cards/cards (colors change daily) for people who go to vaccinate to wear on their chests, serving the inspection of functional forces.

To speed up the implementation, some localities will deploy COVID-19 vaccination for people after 18:00 every day.

4. For the delivery team (shipper):

- Ensuring the identification features when traveling on the road as prescribed in Vietnam's Official Dispatch No. 2491/UBND-DT dated July 26, 2021 of the City People's Committee, including: in addition to the current identification solutions (uniforms, boxes, business logos, business passports issued to shippers, order management applications...), there are also hard card nameplates with pictures, confirmation of the business for each shipper, and application of shipper identification technology through QR code; made on a dark blue background bracelet, strap size 20cm high, printed with the word "Shipper" in white.

- About operating time: from 06:00 to 18:00 every day.

- Shippers providing essential freight services for people in blockade areas, isolation areas, medical facilities, storage facilities, treatment facilities for COVID -19 patients are allowed to move between districts, Thu Duc city.

5. In case people go to markets or supermarkets:

People's Committees of wards, communes, and townships organize the distribution of vouchers to go to the market and supermarket for people according to regulations, clearly stating the time of going and the nearest market, supermarket, and store locations for people to shop.

6. For means of transporting essential goods; means of transport for forces performing epidemic prevention and control tasks; means of transport for workers at enterprises carrying out "1 route - 2 destinations"; means of transporting materials in service of production, import and export goods; means of transport to provide meals for the blockade areas, isolation areas, medical facilities, storage facilities, treatment facilities for COVID-19 patients; cars and taxis are mobilized to transport people in necessary cases: identified according to regulations or registered with the Department of Industry and Trade, the Department of Transport, the Department of Health and provided to the Public security of the city and districts, Thu Duc city to serve the inspection of the functional forces.
