Below are the content in Vietnam's Official Dispatch 791/BHXH-CD dated March 6, 2023 on the lump-sum social insurance allowance issued by the HCM City Social Security.

Thus, Ho Chi Minh City Social Security announced that from February 15, 2023, the application for lump-sum social insurance benefits for people suffering fatal diseases specified at Point c, Clause 1, Article 60 of the Law on Social Insurance 2014 is stipulated as follows:

- For people suffering from one of the life-threatening diseases such as cancer, polio, cirrhosis of the liver ascites, leprosy, severe tuberculosis, HIV infection that has progressed to AIDS: The dossier is the original or a valid copy of the hospital discharge paper or a summary of the medical record showing the disease mentioned above.

- In case of other diseases: The dossier is a medical assessment record that must clearly conclude the contents of diseases and illnesses with a decrease in working capacity of 81% or more and not self-control or be able to carry out activities to serve the needs of personal daily living, but need someone to monitor, assist, and take care of them completely.
