The uses of e-identification in Vietnam are specified in the Law on Identification 2023 issued by the Government of Vietnam.

1. Uses of e-identification in Vietnam

Uses of e-identification according to Article 33 Law on Identification 2023 is as follows:

  • E-identification prove identification and other integrated information for individuals granted e-identification in order to carry out administrative procedures, public services, transactions, and other activities as per citizens' needs.

  • During the handling of administrative procedures, public services, transactions, and other activities, if discrepancies between the information printed on the ID card or stored in the encrypted storage section of the ID card and the information in the electronic ID are found, agencies, organizations, and individuals shall use the information from the electronic ID.

2. Regulations on locking and unlocking e-identification in Vietnam

Regulations on locking and unlocking e-identification according to Article 34 Law on Identification 2023 are as follows:

- E-identification will be locked in the following cases:

  • When the individual granted the electronic ID requests a lock;

  • When the individual granted the electronic ID violates the national identification application usage agreement;

  • When the individual granted the electronic ID has their ID card revoked, seized;

  • When the individual granted the electronic ID dies;

  • When requested by judicial authorities or other competent authorities.

- E-identification will be unlocked in the following cases:

  • When the individual granted the electronic ID as per point a, clause 1, Article 34 Law on Identification 2023 requests an unlock;

  • When the individual granted the electronic ID as per point b, clause 1, Article 34 Law on Identification 2023 rectifies violations of the national identification application usage agreement;

  • When the individual granted the electronic ID as per point c, clause 1, Article 34 Law on Identification 2023 gets their ID card back;

  • When requested by judicial authorities or other competent authorities as per point e, clause 1, Article 34 Law on Identification 2023.

  • Upon locking e-identification in cases specified in points a, b, c, and e, clause 1, Article 34 Law on Identification 2023, the ID management agency must immediately notify the individual whose electronic ID is locked.

  • The head of the ID management agency of the Ministry of Public Security has the authority to lock and unlock e-identification.

3. Regulations on connecting, sharing, extracting and using information on the electronic identification and authentication system in Vietnam

Regulations on connecting, sharing, extracting and using information on the electronic identification and authentication system in Vietnam according to Article 32 Law on Identification 2023 are as follows:

  • Information systems of state agencies, political organizations, socio-political organizations, and public service providers connect with the electronic identification and authentication system to exploit information of electronic identity subjects in order to handle administrative procedures, public services in the electronic environment, and other state management activities according to assigned functions and tasks through the electronic identification and authentication platform.

  • State agencies, political organizations, socio-political organizations, and public service providers exploit information in the electronic identification and authentication system via national identification applications, electronic identification information websites, ID cards using devices, and software that meet technical requirements as per regulations of the Minister of Public Security.

  • Electronic identity subjects exploit, share their electronic identity information and other integrated information into their electronic identification account in the electronic identification and authentication system with other organizations and individuals via the national identification application or other forms as per the law.
