Below are the regulations on the annual quality evaluation and grading of officials and public employees in Vietnam.

Time of annual quality evaluation and grading of officials and public employees according to Article 20 of Decree 90/2020/ND-CP is as follows:
For officials and public employees who transfer workplaces, the new agency, organization, or unit is responsible for their evaluation and grading. If they have worked at the old agency, organization, or unit for 06 months or more, opinions from the previous workplace must be taken into consideration, unless the previous one no longer exists.
For public non-business units operating in education, training, and other fields with the end of the work year before December, the head of the public non-business unit decides the time for evaluating and classifying the quality of public employees.
Based on Clauses 1 and 2 of Article 20 of Decree 90/2020/ND-CP and the particularities of each agency, organization, or unit, the leadership collective of the agency, organization, or unit should agree with the same-level party committee on organizing the evaluation and grading meetings seriously, effectively, avoiding formality and waste.
According to Article 17 Decree 90/2020/ND-CP, the procedures for quality evaluation and grading of officials and public employees in Vietnam are conducted in the following steps:
* Self-evaluation and grading by the Official
The official writes a self-evaluation report and classifies their work results according to the assigned responsibilities and tasks using Form No. 01 of the Appendix issued with Decree 90/2020/ND-CP.
* Remarks and Evaluation of the Official
Organize a meeting of the leadership collective in the agency or organization where the official works to provide remarks and evaluations. The official presents their self-evaluation report at the meeting, and attending members contribute opinions, which must be recorded in the minutes and approved at the meeting.
The competent authority managing the official decides on gathering remarks and evaluations from agencies, organizations, and units directly leading and managing the evaluated official.
* Gather Remarks and Evaluations from the Equivalent Level Party Committee where the Official Works.
* Review and Decide on the evaluation and grading of officials and public employees
The advisory agency on personnel work for the official management authority summarizes the remarks and evaluations according to Clauses 2 and 3 of Article 17 Decree 90/2020/ND-CP and related documents (if any), proposing evaluation content and quality ranking for the official.
The competent authority managing the official will review and decide on the evaluation and grading of the official’s quality.
* Announcing the evaluation and grading Results of the Official’s Quality
The competent authority managing the official notifies the official in writing and publicly announces the evaluation and grading results in the agency, organization, or unit where the official works; deciding on the form of publicity in the agency, organization, or unit where the official works, prioritizing electronic publicity.
