1. Authority to mobilize the neighborhood, internal and specialized firefighting forces to participate in fire prevention and fighting activities

According to Clause 1, Article 35 of Decree 136/2020/ND-CP, the authority to mobilize the neighborhood, internal and specialized firefighting forces to participate in fire prevention and fighting activities is as follows:

- Chairpersons of the People’s Committees at all levels, heads of agencies, and organizations are vested with the authority to mobilize neighborhood watches, internal and specialized firefighting forces within their management scope;

- Directors of provincial-level police departments, Head of Fire and Rescue Police Departments at the provincial level, and Heads of district-level police departments are vested with the authority to mobilize neighborhood, internal and specialized firefighting forces within their respective jurisdictions;

The head of the Fire and Rescue Police Department is vested with the authority to mobilize neighborhood, internal and specialized firefighting forces nationwide.

2. Procedures for mobilizing the neighborhood, internal and specialized firefighting forces to participate in fire prevention and fighting activities

As per Clause 3, Article 35 of Decree 136/2020/ND-CP, the procedures for mobilizing the neighborhood, internal and specialized firefighting forces to participate in fire prevention and fighting activities are as follows:

- Neighborhood watches, internal and specialized firefighting forces when mobilized to participate in propaganda, rallies, parades, firefighting sports events, fire prevention and fighting drills, overcoming potential fire and explosion hazards, addressing fire aftermath, and other fire prevention and fighting activities, must fulfill the requirements set by the authorized person;

- Mobilization of neighborhood, internal and specialized firefighting forces to participate in fire prevention and fighting activities must be by order of mobilization, including forces, vehicles, and assets for fire prevention and fighting activities (Form No. PC20); in urgent cases, they may be mobilized verbally, but no later than three working days a written order must be issued. When mobilized verbally, the mobilizer must clearly state their name, position, affiliation, address, and contact phone number, and specify the required number of personnel, time, place of presence, and activity details;

- The mobilization order is sent to the subjects obligated to comply and kept on file.

3. Duties of neighborhood and internal firefighting forces

According to Article 45 of the Law on Fire Prevention and Fighting 2001, the duties of neighborhood and internal firefighting forces are as follows:

- Propose the promulgation of regulations and safety rules on fire prevention and fighting.

- Organize propaganda and dissemination of the law and knowledge on fire prevention and fighting; build the movement for mass participation in fire prevention and fighting.

- Inspect and supervise compliance with regulations and safety rules on fire prevention and fighting.

- Organize training and educational sessions on firefighting skills.

- Develop plans, prepare forces, and equipment, and perform firefighting duties in case of fires; participate in firefighting in other localities or establishments when required.
