On March 22, 2024, the Ministry of Education and Training issued Official Dispatch 1277/BGDĐT-QLCL providing guidance on organizing the High School Graduation Exam in 2024.

(1) Candidates' accounts on the Examination Management System:

- High schools provide accounts and passwords to candidates who fall under point a, clause 1, Article 12 of the Examination Regulations (referred to as 12th graders) and guide them in preparing applications for online registration for taking the Exam.

- The exam registration units provide accounts and passwords to candidates who fall under points b, c, clause 1, Article 12 of the Examination Regulations (referred to as freelance candidates) after they submit their applications for registration for taking the Exam.

- The account is the Citizen ID Number or ID Card Number or personal identification number issued by the Police. For candidates without Citizen ID number/ID card number/personal identification number or Vietnamese nationality, a candidate's Passport Number will be used as an alternative. In cases where candidates do not have Citizen ID number/ID card number/personal identification number/Passport number, the Examination Management System will assign a 12-character code to manage the candidate.

(2) The responsible units guide candidates to use the provided accounts to: register for exams online; verify personal information; apply for admission to undergraduate and college programs; and submit documents to receive priority policies in admission to undergraduate and college programs at the website http://thisinh.thitotnghiepthpt.edu.vn.

(3) Data review:

- The Department of Education and Training directs high schools and exam registration units to check and cross-check the information on candidates registering for exams and high school graduation recognition, paying special attention to information on priority categories and incentive points for graduation recognition, as well as information to receive priority in admission to undergraduate and college programs; organizing the storage of application for registration for taking the Exam for candidates.

- To ensure the exam organization data is accurate, the exam registration units print the information of 12th-grade candidates from the Examination Management System (Form for registration for taking the Exam, Form for registration of graduation assessment) and organize for students to review and sign for confirmation.

(4) Freelance candidates under point b, clause 1, Article 12 of the Examination Regulations who have a high school transcript must register for the exam according to the regulations for that program. In case the candidate lost the original high school transcript and wishes to take the exam in 2024, they must have a verified copy of the transcript issued or a verified copy of the high school academic results or a confirmation from the Department of Education and Training (based on the records stored at the high school where they attended 12th grade or based on the exam records of previous exams).

(5) Some notes during the registration for taking the Exam process:

- Candidates' photos on the system must ensure a resolution of 400x600 pixels, taken in the style of citizen identification and no more than 06 months before submitting the applications.

- Candidates who have registered for preliminary screening must use a consistent Citizen ID number/ID card number/personal identification number/Passport number when registering for the exam, preliminary screening, and admission to undergraduate and college programs.

- The form of application for registration for taking the Exam is stipulated in Appendix III.

- The form of the application for graduation assessment is stipulated in Appendix IV.

- Within the period for the registration for the Exam, candidates who wish to apply for admission to undergraduate and college programs must declare correctly and fully on the software the information and proof to receive admission preferences according to the regulations and guidance in Appendix XI.
