1. Guidelines on the height of cargo loading on road transport vehicles in Vietnam

According to Article 16 of the Circular 39/2024/TT-BGTVT, regulations on the height of cargo loading on road transport vehicles in Vietnam are as follows:

- For open-top trucks with canopies, the permissible cargo loading height is the maximum height within the boundary of the truck bed as per the design certified in the vehicle's technical safety and environmental protection inspection certificate.

- For open-top trucks without canopies, cargo loaded on vehicles exceeding the height of the truck bed design as noted in the vehicle's technical safety and environmental protection inspection certificate must be securely tied, supported, and ensured for safety when participating in road traffic. The permissible cargo loading height should not exceed the heights stipulated below, measured from the highest point of the road surface:

+ Trucks with a design load capacity from 5 tons and above, as noted in the vehicle's technical safety and environmental protection inspection certificate: permissible cargo loading height is not more than 4.2 meters;

+ Trucks with a design load capacity from 2.5 tons to under 5 tons, as noted in the vehicle's technical safety and environmental protection inspection certificate: permissible cargo loading height is not more than 3.5 meters;

+ Trucks with a design load capacity under 2.5 tons, as noted in the vehicle's technical safety and environmental protection inspection certificate: permissible cargo loading height is not more than 2.8 meters.

- Container vehicles: the cargo loading height measured from the highest point of the road surface should not exceed 4.35 meters.

- For transporting loose materials, construction materials, and waste: the cargo loading height must follow the regulations at point e, clause 1, Article 49 of the Law on Road Traffic Order and Safety 2024.

- Motorcycles, mopeds: the cargo loading height must follow the regulations in clause 5, Article 33 of the Law on Road Traffic Order and Safety 2024.

2. Guidelines on the wedth and length of cargo loading on road transport vehicles in Vietnam

According to Article 17 of the Circular 39/2024/TT-BGTVT, regulations on the width and length of cargo loading on road transport vehicles in Vietnam are as follows:

- The permissible cargo loading width on motor vehicles is the width of the truck bed as per the design certified in the vehicle's technical safety and environmental protection inspection certificate.

- The permissible cargo loading length on motor vehicles should not exceed 1.1 times the full length of the vehicle as per the design certified in the vehicle's technical safety and environmental protection inspection certificate and should not exceed 20.0 meters.

- Passenger cars are not permitted to load cargo and luggage extending beyond the outer dimensions of the vehicle, nor to load cargo and luggage on the roof (unless there is a design certified by the inspection authority) to ensure traffic safety.

- Motorcycles, mopeds: the cargo loading width and length must follow the regulations in clause 5, Article 33 of the Law on Road Traffic Order and Safety 2024.

- Rudimentary vehicles: the cargo loading width and length must follow the regulations in clause 5, Article 31 of the Law on Road Traffic Order and Safety 2024.
