The following are the regulations on the content of the examination and the examination papers for the real estate brokerage practice certificate in Vietnam.

According to Article 22 of Decree 96/2024/ND-CP, the examination and the examination papers for the real estate brokerage practice certificate in Vietnam are as follows:
- Candidates taking the proficiency test to obtain the certificate must compulsorily pass the following contents, except in cases stipulated in Clause 2, Article 22 of Decree 96/2024/ND-CP:
+ Basic knowledge section, including: Laws related to real estate business; laws related to land; investment laws; civil laws related to real estate business activities; notarial laws related to real estate business activities; enterprise laws related to real estate business activities; laws on taxes and fees in real estate transactions; laws on anti-money laundering in real estate business; laws on administrative violation handling related to real estate business activities; general overview of the real estate market; real estate pricing and real estate price consulting;
+ Specialized knowledge section, including: Overview of real estate brokerage services; real estate brokerage processes and skills; real-world scenario solving.
- Candidates with a foreign-issued, valid real estate broker certificate need only take the basic knowledge section and are exempt from the specialized knowledge section.
- The exam papers must conform to the content of the framework training program on real estate broker practice knowledge issued by the Ministry of Construction.
- The exam papers must be managed according to confidential document policies.
According to Article 19 of Decree 96/2024/ND-CP regulating the organization of the proficiency test and granting real estate broker practice certificates:
- Provincial People's Committees (hereinafter referred to as provincial People's Committees) are responsible for organizing the proficiency test (abbreviated as the test) and issuing certificates.
- The provincial-level state management agency for real estate business receives applications for the proficiency test from candidates (as per the form in Appendix XXI issued with Decree 96/2024/ND-CP) and issues a written request allowing candidates to attend the proficiency test, sent to the provincial People's Committee. The provincial People's Committee, based on the number of candidates registered and actual conditions, will organize the test.
- Each year, the provincial People's Committee is responsible for organizing at least one test, depending on the number of registered candidates (with a minimum of 10 candidates per test).
In cases where there are not enough candidates to organize a test (fewer than 10 candidates) and the applicants wish to take the test at another local examination board, the provincial People's Committee will send an official document allowing those candidates to attend the test at the People's Committee of another province or city.
- At least 30 days before the test is held, the provincial People's Committee must announce on their electronic information portal the plan to organize the test, conditions, registration documents, time, location, and other necessary information related to the test.
- Exam fees:
+ Candidates must pay the exam fee to the provincial People's Committee or as per the announcement of the provincial People's Committee;
+ The exam fee level is regulated by the Chairman of the provincial People's Committee for each test, depending on the number of candidates registered, to cover the test organization costs, based on the proposal of the Test Council Chairman;
+ The Test Council is allowed to use the exam fees to cover activities related to organizing the test and remunerations for members of the Test Council. The settlement of the exam costs must be approved by the Test Council Chairman.
