The guidelines for the preparation of personnel for trade union congresses at all levels in Vietnam are as follows:

1. Structure and number of executive committees of trade unions at all levels in Vietnam

1.1. About structure

- The executive committee of trade unions at all levels should have a reasonable number and structure to ensure the representativeness of union members according to the fields of work and area of operation, to meet the requirements of the leadership, and to deploy and organize the timely implementation of the union's resolutions for union members and employees. The preparation of personnel is carried out democratically, objectively, openly, and in accordance with principles, but not necessarily because of the structure that reduces the quality of the executive committee members.

- Executive committees of trade unions at all levels need to have 3 ages to ensure inheritance and development, including: under 40 years old, from 40 to under 50 years old, and from 50 years old and above; strive to have the percentage of women participating in the executive committee reach 30% or more. Appreciate the structure of elite union members who directly produce, are ethnic minorities (where there are a large number of ethnic minority union members), and are outside the party in all economic sectors.

- For grassroots trade unions in enterprises where trade union groups are established, it is necessary to have a structure to represent trade union officials who join the grassroots trade union executive committee.

- The structure of personnel from local trade unions joining the central branch's trade union executive committee and the equivalent must not exceed 10% of the total number of members of the central branch's trade union executive committee and the equivalent. The process of preparing the structure of personnel from the local trade union to join the central branch's executive committee and the equivalent, the central branch's trade union standing committee, and the equivalent must be reviewed, evaluated, and approved in writing by the provincial and municipal labor unions that directly manage the local industry trade unions.

1.2. Regarding the number of members of the executive committee of trade unions at all levels

** Grassroots Trade Union:

- The grassroots trade union executive committee has from 3 to 15 members. Where there are from 3,000 union members to less than 30,000 members, the number of members may increase but not exceed 19 members; grassroots trade unions with 30,000 or more members, not exceeding 27 members.

- The grassroots trade union members are elected from 3–15 members of the executive committee, and the divisional union members are elected from 3–7 members of the executive committee.

**The direct superior trade union at the grassroots level:

The grassroots direct superior trade union has no more than 27 members; the corporation's trade union under the General Confederation has no more than 35 members.

** Labor unions of provinces, cities, central industry unions, and equivalents:

- The Executive Committee of the Labor Confederation of the province, city, the central branch trade union and the equivalent has less than 100,000 members and no more than 35 members; has 100,000 members or more, but no more than 49 members. The Hanoi Confederation of Labor, the Ho Chi Minh City Confederation of Labor, and where there are 30 or more direct superior trade unions at the grassroots level, no more than 55 members.

1.3. The Presidium of the General Confederation shall base itself on the number of trade unionists, the number of grassroots trade unions, and the immediate superior unions at the grassroots level to provide specific guidance on the number of members of the executive committee, the standing committee, the inspection committee, and the number of vice presidents and vice-chairs of the trade union inspection committees at all levels.

2. Personnel work at trade union congresses at all levels in Vietnam

- Personnel work at trade union congresses at all levels shall be conducted under the guidance of the Presidium of the General Confederation.

- The grassroots trade union directly elects the president at the congress in accordance with Guideline 28/HD-TLD dated June 24, 2021, of the Presidium of the General Confederation.
