1. What classes are specialized administrative civil servants?

According to Clause 1, Article 3 of Circular 2/2021/TT-BNV, the classes of specialized administrative civil servants include:

- Senior specialist, Code: 01.001

- Main specialist, Code: 01.002

- Specialist, Code: 01.003

- Officer, Code: 01.004

- Employee, Code: 01.005

2. Guidelines for salary ranking of administrative civil servants in Vietnam

Specifically, in Clause 1, Article 14 of Circular 2/2021/TT-BNV, the administrative ranks of civil servants mentioned in Section 1 shall apply to Table 2 (professional and professional salary tables for cadres and civil servants in state agencies) promulgated together with Decree 204/2004/ND-CP, as follows:

- The Senior Specialist class (code 01.001) applies the salary scale for civil servants grade A3, group 1 (A3.1), with salary coefficient from 6.20 to 8.00;

- The Chief specialist class (code 01.002) applies the salary scale for civil servants grade A2, group 1 (A2.1), from salary coefficient 4.40 to salary coefficient 6.78;

- Specialist class (code 01.003) applies the salary scale of A1 civil servants, with salary coefficient from 2.34 to 4.98;

- Officer class (code 01.004) applies the salary scale of the civil servants grade A0, with salary coefficient from 2.10 to 4.89;

- Employee class (code 01.005) applies salary scale for civil servants grade B, with salary coefficient from1.86 to 4.06.

In case a civil servant of the rank of employee performing the task of driving an agency vehicle does not have an intermediate diploma or higher with a training major suitable to the job position requirements, Table 4 shall apply (Salary table of employees serving in state agencies and non-business units of the state) promulgated together with Decree 204/2004/ND-CP.

3. General standards of quality for civil servants specializing in administration in Vietnam

General standards for the quality of civil servants specializing in administration are specified in Article 4 of Circular 2/2021/TT-BNV, specifically as follows:

- Having a strong political will, being consistent with Marxism-Leninism and Ho Chi Minh's thought, firmly grasping and deeply understanding the party's lines and policies, being loyal to the fatherland and the Constitution of the Socialist Republic of Vietnam, and protecting the fatherland's and people's interests;

- Fulfilling the obligations of civil servants in accordance with the law; complying with the assignment of tasks of superiors; following the law, maintaining discipline and administrative order; exemplary implementation of the agency's rules and regulations;

- Dedication, responsibility, integrity, honesty, objectivity, fairness and exemplary in performing official duties; politeness, culture and standards in communicating and serving the people;

- Having a healthy, modest, and united lifestyle and activities; needing thrift, integrity, righteousness, justice, and impartiality; not taking advantage of public affairs to seek personal benefits; no bureaucracy, corruption, wastefulness, negativity;

- Having a sense of learning and training to improve quality, qualifications, and capacity.

3. Duties of Specialist Rank in Vietnam

According to Clause 2, Article 7 of Circular 2/2021/TT-BNV, the specialist rank has the following duties:

- Participating in the formulation and implementation of regulations and rules on the professional management of sectors, fields, and localities; formulating mechanisms and specific decisions for each management content according to the provisions of law, suitable to the actual situation;

- Advising and submitting to competent authorities to decide on specific issues; proactively coordinate with relevant units and other civil servants in performing their assigned tasks according to their assigned competence and responsibilities;

- Participating in checking, collecting information, making statistics, managing records, and storing documents and data to serve the work;

- Monitoring, urging, inspecting, and proposing measures to implement regulations or management decisions with results;

- Directly performing official duties and other tasks assigned by superiors.
