1. Forms, content, and procedures of the driver license examination in Vietnam

The forms, content, and procedures of the driver license examination in Vietnam according to Article 17 of Circular 35/2024/TT-BGTVT are as follows:

- Theoretical Test

+ The theoretical test includes questions related to legal provisions on road traffic order and safety, driving techniques; content related to vehicle construction and ordinary repairs (for license categories B1 and for car driving licenses from category B upwards); driver’s ethics, traffic culture, and prevention of alcohol harm when participating in traffic; fire prevention and fighting skills and rescue, salvage (for car driving licenses from category B upwards).

Candidates taking the category A1 driver license examination holding a valid car driving license issued by the Transport Sector are exempt from the theoretical test;

+ Theoretical test performed on a computer.

- Practical driver license examination in a Model

+ For categories A1, A

The test is conducted using an automatic scoring device.

Test takers must maneuver the motorcycle through four test exercises: following a figure-eight path, straight line crossing, bumpy road crossing, and rough path crossing;

+ For category B1

The test is conducted by direct scoring method. The test taker must drive the car forward through a zigzag path and then reverse in the opposite direction;

+ For categories B, C1, C, D1, D2, D

The test is conducted using an automatic scoring device; without an examiner in the test vehicle.

Test takers must proceed in order and drive through arranged test exercises at the driver license examination center, including: starting, stopping to give way to pedestrians, stopping and starting on a slope, driving through tire tracks and a 90-degree turn path, crossing an intersection with traffic lights, winding road crossing, parking alignment (parallel for categories B and C1; perpendicular for categories B, C, D1, D2, and D), a temporary stop at a railroad crossing, handling emergency situations, gear shifting on a flat road, and ending;

+ For categories BE, D1E, D2E, DE

The test is conducted by direct scoring method. The test taker maneuvers through a course with five standard posts and turns back;

+ For categories C1E, CE

The test is conducted by direct scoring method. The test taker maneuvers through two test exercises: advances through a course with five standard posts and turns back; parallel parks into a parking area.

- On-road Practical driver license examination

+ For categories B, C1, C, D1, D2, D

The test is conducted using an automatic scoring device, with one examiner on the test vehicle. The test taker maneuvers the test vehicle, handles on-road situations, and adheres to the examiner's instructions;

+ For categories BE, C1E, CE, D1E, D2E, DE

The test is conducted by direct scoring method, with one examiner on the test vehicle.

- Car driver license examination using traffic scenario simulation software for categories B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE: test takers identify the times when there is a risk of traffic safety loss by observing simulated situations appearing on the computer.

- Driver license examination procedures

+ Categories A1 and A are implemented according to the provisions in Appendix XIII issued with Circular 35/2024/TT-BGTVT;

+ Category B1 is implemented according to the provisions in Appendix XIV issued with Circular 35/2024/TT-BGTVT;

+ Categories B, C1, C, D1, D2, D are implemented according to the provisions in Appendix XV issued with Circular 35/2024/TT-BGTVT; categories BE, D1E, D2E, DE are implemented according to the provisions in Appendix XVI issued with Circular 35/2024/TT-BGTVT; category C1E, CE is implemented according to the provisions in Appendix XVII issued with Circular 35/2024/TT-BGTVTT.

2. Guidelines on recognizing driver license examination results in Vietnam according to Circular 35

According to Article 25 of Circular 35/2024/TT-BGTVT on recognizing driver license examination results:

- Consideration of test result recognition for candidates testing for categories A1, A, and B1:

+ Candidates passing both the theoretical and practical driver license examinations in a model are recognized as passed;

+ Candidates not recognized as passed may register for a retest from the next test period, with the same testing authority;

+ Candidates failing the theoretical test may not take the practical driver license examination in a model;

+ Candidates passing the theoretical test but failing the practical driver license examination in a model shall have their theoretical test results retained for one year from the date of passing; if wanting to retake the test, they must have their name in the absentee or failure report of the previous examination board or test group and must have a valid driver's health examination certificate issued by a qualified health facility as per legal regulations;

+ Candidates bringing phones or transmission devices into the theoretical test room or committing other fraudulent acts that alter test results will be disqualified, and test results will be annulled.

- Consideration of test result recognition for candidates taking tests for categories B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE:

+ Candidates passing the theoretical test, traffic scenario simulation, practical driver license examination in a model, and on-road test are recognized as passed;

+ Candidates not recognized as passed may register for a retest from the next test period, with the same testing authority;

+ Candidates failing the theoretical test may continue with the traffic scenario simulation; failing both theoretical and traffic scenario simulation tests may not proceed with the practical driver license examination in a model; candidates failing the practical driver license examination in a model may not proceed with the on-road practical test;

+ Candidates passing theoretical, simulation, and practical tests in a model shall have their achieved test results retained for one year from the date of the last passed test; if wanting to retake the test, they must have a valid driver's health examination certificate issued by a qualified health facility as per legal regulations and must have their name in the absentee or failure report of the previous examination board or test group;

+ Candidates bringing phones or transmission devices into the theory test room, the simulation room, on the test vehicle, or committing other fraudulent acts that alter the results will be disqualified, and test results will be annulled.

- Within 3 working days from the end of the testing period, the Department of Transport reviews, summarizes results, and issues a decision recognizing those who passed the test along with a list of candidates who successfully passed, qualifying for a driver's license as per the form prescribed in Appendix XXII issued with Circular 35/2024/TT-BGTVT.
