Below is the guidance on the application and procedures for supplemental registration for military service in Vietnam according to Decree 13/2016/ND-CP.

1. Guidance on supplemental registration for military service in Vietnam

According to Article 6 of Decree 13/2016/ND-CP on supplemental registration for military service guidance as follows:

- Documentation

+ Photocopy of the Military Service Registration Certificate or Reserve Military Personnel Registration Certificate (bring the original for verification).

+ Photocopy of related documents concerning changes in job position, educational level, professional qualifications, health status, and other information related to military service (bring the original for verification).

- Procedure

+ Within 10 days from the date of any changes in job position, educational level, professional qualifications, health status, and other information related to military service, citizens must directly go to the Commune-level Military Command to directly register for supplemental military service.

+ Within 1 day, the Commune-level Military Command registers the supplemental military service, amends, and supplements the changed information of citizens into the Ready-for-Conscription Citizen Register, Reserve Military Personnel Register, and Reserve Military Personnel Card. Where agencies or organizations do not have a Military Command, the head or legal representative of the agency or organization is responsible for organizing the supplemental registration for military service for citizens at the place of residence.

+ Within 10 days, the Commune-level Military Command consolidates and reports to the District-level Military Command on the supplemental registration for military service. The District-level Military Command supplements the changed information of citizens into the Ready-for-Conscription Citizen Register, Reserve Military Personnel Register, and Reserve Military Personnel Card.

2. Guidance on registration for absenteeism from military service in Vietnam

Registration for absenteeism from military service is stipulated in Article 8 of Decree 13/2016/ND-CP as follows:

- Documentation

Photocopy of the Military Service Registration Certificate or Reserve Military Personnel Registration Certificate (bring the original for verification).

- Procedure

+ Citizens who have registered for military service, when leaving their place of residence or workplace for three months or more, must go to the Commune-level Military Command where they have registered for military service to directly register for temporary military service. Where agencies or organizations do not have a Military Command, the head or legal representative of the agency or organization is responsible for organizing the registration for absenteeism from military service for citizens at the place of residence.

Within 10 days from the date of returning to the place of residence or workplace, citizens who have registered for temporary military service must go to the Commune-level Military Command to directly re-register.

+ Within 1 day, the Commune-level Military Command is responsible for processing the registration for absenteeism from military service, supplementing information into the Ready-for-Conscription Citizen Register or Reserve Military Personnel Register; making a list of citizens who have registered for temporary military service or re-registering for citizens (in case they have returned).

+ Within 10 days, the Commune-level Military Command consolidates the results and reports to the District-level Military Command.

3. Policies for Citizens during pre-enlistment medical check-up in Vietnam

Policies for citizens during pre-enlistment medical check-up according to Article 12 of Decree 13/2016/ND-CP are as follows:

- Citizens working at agencies or organizations receiving salary from the state budget, state-owned enterprises during the medical examination by the order of the District-level Military Command Chief are entitled to maintain their current salary, allowances, and travel expenses according to current legal policies.

- Citizens not belonging to agencies or organizations receiving salary from the state budget, state-owned enterprises during the medical examination by the order of the District-level Military Command Chief are ensured the following policies:

+ Meal allowance equal to one basic meal allowance of a non-commissioned officer or infantry soldier.

+ Reimbursement of travel expenses according to current legal policies.
