According to Article 15 of Circular 05/2024/TT-BXD, the guidelines for refresher training for professional knowledge and skills in managing apartment building operation in Vietnam are as follows:
The mandatory theoretical part includes the following 07 topics:
- Topic 1: Operation management of apartment buildings;
- Topic 2: Operation management of electrical systems, water supply and drainage, ventilation - heating in apartment buildings;
- Topic 3: Operation management of fire protection systems and equipment in apartment buildings;
- Topic 4: Operation management of elevators and escalators in apartment buildings;
- Topic 5: Environmental sanitation management, apartment landscape, and wastewater treatment;
- Topic 6: Risk management, security and order management, administration, and natural disaster response at apartment buildings; requirements for civilized living in urban areas, apartment buildings (if any);
- Topic 7: Application of information technology in the management and operation of apartment buildings.
In addition to the 07 topics stipulated in Clause 1, Article 15 of Circular 05/2024/TT-BXD, training institutions may add other training topics according to the needs of the learners.
The mandatory practical part includes the following contents:
- Real-life survey of apartment building operation management activities;
- Practical training in security, customer care, environmental sanitation, fire safety operations, rescue work, the use of digital technology and apartment building management software;
- Other practical elements related to apartment building operation management as needed by the learners;
- After surveying and practicing, learners must write a summary report covering the following contents: the regulatory coordination between organizations and individuals involved in apartment building operation management; evaluations of security, fire protection, environmental sanitation operations of apartment buildings, and the application of information technology in apartment building management.
The regulations on the lecture outline of the topics for professional knowledge and skills in managing apartment building operation in Vietnam are as follows according to Article 16 of Circular 05/2024/TT-BXD:
The outline for Topic 1 on managing apartment building operation includes the following contents:
- Models of apartment building operation management and the methods, contents of coordination among relevant organizations and individuals in apartment building operation management;
- Management, usage of areas under common ownership, common use equipment;
- Management of entrance and exit, noise, security, and environmental cleanliness at the apartment area;
- Guidelines for using public services in apartment buildings and handling feedback from users to improve the quality of public services;
- Procedures for receiving and managing materials and equipment of apartment buildings;
- Customer service tasks, including identifying, storing, and updating information about owners and users of apartment buildings; communication principles, handling situations of the operation management unit, and methods for addressing information negatively affecting the psychology of apartment building users;
- Other related issues according to the needs of the learners.
The outline for Topic 2 on the management of electrical systems, water supply and drainage, and ventilation-heating in apartment buildings includes the following contents:
- Management and maintenance of electrical systems, incident reporting systems, and lightning protection and grounding systems (stating positions, operational principles, maintenance principles, and handling technical issues during operation);
- Management and maintenance of water supply and drainage systems inside and outside the apartment buildings (stating positions, operational principles, maintenance principles, and handling technical issues during operation);
- Management and maintenance of ventilation-heating and air conditioning systems in apartment buildings (stating positions, operational principles, maintenance principles, and handling technical issues during operation);
- Responsibilities and coordination mechanisms between the operation management unit, the investor, the apartment building management board, local authorities, and equipment suppliers;
- Other related issues according to the needs of the learners.
The outline for Topic 3 on the management of fire protection systems and equipment in apartment buildings includes the following contents:
- Management, operation of fire protection machinery and equipment in apartment buildings (stating positions, operational principles, maintenance principles, and handling technical issues during operation);
- Responsibilities and coordination mechanisms between the operation management unit, the investor, the apartment building management board, local authorities, fire protection and rescue agencies;
- Other related issues according to the needs of the learners.
The outline for Topic 4 on the management of elevator and escalator systems in apartment buildings includes the following contents:
- Management, operation of elevator and escalator systems in apartment buildings (stating operational principles, maintenance principles, and handling technical issues during operation);
- Responsibilities and coordination mechanisms between the operation management unit, the investor, the apartment building management board, local authorities, and elevator, escalator suppliers;
- Other related issues according to the needs of the learners.
The outline for Topic 5 on environmental sanitation, apartment landscape management, and wastewater treatment includes the following contents:

- Management of waste and wastewater treatment systems in apartment buildings (stating main structures, operational principles, maintenance principles, and handling technical issues during operation);
- Insect control and greenery care procedures;
- Responsibilities and coordination mechanisms between the operation management unit, the investor, the apartment building management board, local authorities, and urban environmental management agencies;
- Other related issues according to the needs of the learners.
The outline for Topic 6 on risk management, security and order management, administration, and natural disaster response at apartment buildings; requirements for civilized living in urban areas, apartment buildings (if any) includes the following contents:
- Risk management in apartment buildings (stating types of risks in apartment building operation management, risk ranking, and organizing risk control), insurance policies to mitigate risks in apartment buildings, and various insurance contracts;
- Organizing security and order control inside and outside apartment buildings (stating procedures for controlling people, vehicles, and patrol procedures inside and outside the apartment buildings);
- Knowledge and skills pertaining to occupational safety, planning, and budgeting for fire safety, rescue, and natural disaster response at apartment buildings;
- Administrative management in apartment building operation management;
- Requirements for civilized living in urban areas, apartment buildings (if any);
- Other related issues according to the needs of the learners.
The outline for Topic 7 on the application of information technology in the management and operation of apartment buildings includes the following contents:
- Application of information technology in connecting the work between the investor, the management board, the operation management unit, the owners, and users of apartment buildings;
- Application of information technology in apartment building operation management;
- Application of information technology in notifications, feedback, and suggestions from owners, users concerning apartment building management services; surveying resident opinions, assessing service quality; organizing apartment building meetings online in cases where in-person meetings are not possible due to diseases or natural disasters;
- Other related issues according to the needs of the learners.
