Leadership positions at the General level and equivalent under the decision-making competence of the Minister of Finance of Vietnam include:
- General Director of Taxation, General Director of Customs, General Director of the General Department of State Reserve, General Director of the State Treasury, and Chairman of the State Securities Commission (hereinafter referred to as the General Director).
- Deputy General Director of General Department of Taxation, Deputy General Director of General Department of Customs, Deputy General Director of General Department of State Reserves, Deputy General Director of State Treasury, Vice Chairman of State Securities Commission (hereinafter referred to as the Deputy General Director).

Specifically, in Article 3 of the Regulation promulgated together with Decision 1155/QD-BTC in 2019, the general standards of leadership titles at the General level under the Ministry of Finance are as follows:
- Loyalty to the interests of the Party, the nation, and the people; steadfastly adhering to Marxism-Leninism and Ho Chi Minh's thought, the ideal goal of national independence, socialism, and the Party's line.
- Having a firm political stance, viewpoint, and bravery, resolutely fighting to protect the Party's Platform, the Constitution and the laws of the State. Putting the interests of the Party, the nation, the people, and the collective above the interests of the individual. Strictly abide by the organization's assignment and successfully complete all assigned tasks;
- Must be concluded by a competent authority to ensure political standards for appointment in accordance with the Politburo and Central Committee's regulations on a number of issues on the protection of internal Party politics.
- Having pure moral qualities, an honest, modest, sincere, and simple lifestyle; need, thrift, integrity, impartiality.
- No corruption, bureaucracy, opportunism, or self-interest; resolutely fight against bureaucracy, oppression, corruption, wastefulness, individualism, an opportunistic lifestyle, pragmatism, factions, group interests, saying no to doing; fairness, integrity, and respect for talented people.
- Themself and their family are exemplary in following the lines, guidelines, and policies of the Party and the laws of the State, not abusing their positions and powers and letting their relatives take advantage of their positions and powers for personal gain; having a spirit of solidarity; maintaining internal solidarity; building a strong team; and loving comrades and colleagues.
Adhering to and strictly implementing the Party's principles of organization and discipline, especially the principles of democratic centralism, self-criticism, and criticism; having a high sense of responsibility and discipline; strictly implementing the agency's regulations, code of conduct, professional ethics, and public administration.
- Having the consciousness and ability to research and understand the political, economic, cultural, social, security, defense, and foreign affairs of the State; mastering the relationships in the work of the political system; have knowledge of the science of leadership and management;
- Having basic training in professional skills and practical knowledge about the industry and field.
- Having innovative thinking, vision, development orientation, and a scientific working method; being capable of synthesizing, analyzing, and forecasting.
- Ability to detect new and difficult problems and limitations and inadequacies in practice; drastic in performing tasks; proposing appropriate, feasible, and effective solutions to promote, promote, or remove arising problems; having practical capacity, grasp, and basic understanding of the actual situation to advise competent authorities to concretize; organizing the effective implementation of the guidelines and guidelines of the Party, policies, and laws of the State in the assigned fields and areas of work.
- Having the capacity to lead and direct the formulation and implementation of the sector development strategy, and to effectively organize scientific research activities in service of state management; formulating strategies, mechanisms, and policies on assigned sectors and fields; well organizing the implementation of the principles of democratic regulations at the agency, the code of conduct, and the code of professional ethics of civil servants working in administrative agencies under the Ministry of Finance; dynamic, creative, dare to think, dare to do, and dare to take responsibility;
- Having the capacity to unite, gather, and promote collective and individual strength, trusted by cadres, party members, and the masses; coordinating with relevant agencies, organizations, and individuals to perform well their assigned tasks;
- Being evaluated and classified as having successfully completed the task or more in the last 3 years up to the time of appointment consideration.
Having enough health to perform assigned tasks, ensuring the age of appointment for at least one term (05 years) as prescribed.
Special cases shall be considered and decided by competent authorities.
The first-time appointed civil servant must be planned for a leadership position at the General level or equivalent to the leadership title of the General Department to be appointed.
