General standards of Examiners and Court Clerks according to Article 3 of Decision 1718/QD-TANDTC 2017 are as follows:

- Having strong political courage and steadfast adherence to Marxism-Leninism and Ho Chi Minh's ideology; firmly grasping and complying with the Party's policies and guidelines and the State's legal policies; being loyal to the Fatherland and the Constitution of the Socialist Republic of Vietnam; and protecting the justice and interests of the Fatherland and the People.

- Fulfilling the obligations of civil servants according to the provisions of law; seriously complying with the assigned tasks of superiors; and demonstrating exemplary implementation of the internal rules and regulations of agencies, units, and the People's Court.

- Dedication, integrity, honesty, objectivity, fairness, and exemplary performance of public duties; compliance with the code of conduct of civil servants of the People's Court; politeness; culture; and standards in communication and serving the people.

- Having qualities, ethics, a healthy lifestyle and activities, humility, and solidarity; diligence, frugality, integrity, righteousness, public-mindedness, and impartiality; Do not take advantage of public work to seek personal benefits; No bureaucracy, corruption, waste, or negativity.

- Regularly consciously practice quality training, study to improve qualifications and capacity to ensure completion of assigned tasks.

2. Standards for the rank of Senior Secretary in Vietnam

Standards for the rank of Senior Secretary according to Article 5 of Decision 1718/QD-TANDTC 2017 are as follows:

* Position:

It is a judicial position with the highest professional requirements for Court Secretary skills, arranged at the Supreme People's Court, High People's Court and Central Military Court.

* Tasks:

- Directly perform the duties of Court Clerk, conduct procedural activities according to the provisions of procedural law;

- Perform administrative, judicial, and other tasks as assigned by the Chief Justice of the Court;

- Research and provide guidance on the professional expertise of Court Clerks and propose measures and solutions for effective implementation.

* Standards for professional and professional capacity:

- Master and deeply understand the system of legal regulations on the profession of court clerks, proceedings, administrative, and judicial tasks;

- Have the ability to propose, advise, and preside over the development of Court Secretary professional processes associated with the requirements and tasks of the People's Court to submit to competent authorities for consideration and decision;

- Have the ability to analyze, synthesize, systematize, and propose methods to improve or solve practical problems arising within the scope of their assigned professional expertise;

- Proficient and master the skills of drafting, presenting, defending, and organizing the implementation of tasks related to assigned professional skills;

- Proactively coordinate with relevant agencies and units in performing public duties according to assigned authority and responsibilities;

- Have ability to apply scientific and technical advances to improve and enhance the quality and efficiency of assigned professional work.

* Standards for training and fostering qualifications:

- Have a Bachelor's degree in law or higher;

- Have an advanced diploma in political theory;

- Have a foreign language certificate equivalent to level 3 of Vietnam's foreign language competency framework specified in Circular 01/2014/TT-BGDDT promulgating the 6-level foreign language competency framework for Vietnam;

- Have an information technology certificate with qualifications that meet the basic information technology skills standards specified in Circular 03/2014/TT-BTTTT regulating information technology use skills standards.
